Description
Statement of Work The Drug Enforcement Administration (DEA) has a requirement for the remodel of the Office of Training Ware Wash Room. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is D-09-N-0094 and is being issued as a Request for Quote (RFQ). The North American Industry Classification System (NAICS) Code is 238290. The Government anticipates award of a firm fixed-price purchase order under the test program described in the Federal Acquisition Regulation (FAR), Subpart 13.5. The Contractor shall provide services in accordance with the attached Statement of Work. The contractor shall visit the job site and verify the specifications and drawings. All prospective offerors shall inspect the site where the services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the price of contract performance to the extent that the information is reasonably obtainable. A site survey is scheduled for 9:30a.m, Wednesday, July 15, 2009. All prospective offerors shall report to the following location the date of the site visit: Drug Enforcement Administration - Office of Training, 2500 Investigation Parkway, Quantico, VA 22135. Please contact Claire Whitley at (202) 307-7574 to register for the site visit no later than COB July 7, 2009. Due to the level of security, the following information must be provided upon registration: a complete list of all persons attending the site visit, including the Full Name, Date of Birth, Social Security Number, Gender, Race, Driver's License Number and State of issue, and Home Address. The following FAR Part 12.3 provisions and clauses are applicable to this acquisition: 52.212-1 (June 2008) Instruction to Offerors-Commercial Items; 52.212-2 (Jan 1999) Evaluation-Commercial Items; offerors are required to provide a complete copy of the provision at 52.212-3 (Feb 2009) Offeror Representations and Certifications-Commercial Items; 52.212-4 (March 2009) Contract Terms and Conditions-Commercial Items; 52.212-5 (May 2009) Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items. The additional clauses cited within this clause are applicable: 52.222-50, 52.233-3, 52.233-4, 52.203-6, 52-203-13, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-13, 52.232-33. For the purpose of 52.212-2, evaluation will be based in order of importance: (1) Technically acceptable, (2) Past performance: The offeror shall demonstrate his past performance experience, (3) Price. All sources may submit a quotation which will be evaluated. Offerors may submit their proposal in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: complete mailing address, discounts for prompt payment if any, delivery/availability of products, DUNS number, and the Taxpayer Identification Number (TIN). Responses must be submitted electronically to claire.r.whitley@usdoj.gov. All respondents will be considered by this agency. The Government intends to make a single award to the responsive, responsible offeror whose offer, conforming to this synopsis/solicitation, will be the best value to the Government. All offers must be received by closing date July 30, 2009 5:00pm EST.
