Description
SOLE SOURCE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-09-T-5433, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. NAICS 541380 applies. The Small Business Competitiveness Demonstration Program is not applicable. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a sole source firm fixed price purchase order for the USNS Rappahannock for the following: 1.0ABSTRACT 1.1This item describes the requirement to test and analyze failed o-ring seals from the Controllable Reversible Pitch Propellers (CRPP). 2.0REFERENCES/ENCLOSURES 2.1References 2.1.1None 2.2Enclosures 2.2.1Hub Assembly RH; Drawing FO-2 2.2.2Figure 6-3 Blade Port Assembly 3.0ITEM LOCATION/DESCRIPTION 3.1Location/quantity 3.1.1Location: Port and starboard propellers 3.1.2Quantity: Two (2ea) four bladed, hydraulically controlled, variable/reversible pitch propellers. Rappahannock (4ea):Stbd #1 static, Stbd #1 dynamic* Stbd #3 static, Stbd #3 dynamic Port #2 static, Port #2 dynamic Port #4 static, Port #4 dynamic* 5.0NOTES 5.1None. 6.0QUALITY ASSURANCES: Lab is required to have a PhD on staff. 7.0STATEMENT OF WORK REQUIRED 7.1Bidders are to declare any affiliation they have or had with Rolls-Royce and the extent of the relationship along with their bid estimate. 7.2The results and findings of this analysis are to be treated as confidential and not to be shared with anyone outside of Military Sealift Fleet Support Command without written permission of the Project Engineer, Dennis Abrams (757)443-0943. 7.3Take receipt of the o-ring seals. Label each per vessel, propeller hub (port or starboard), blade #, and whether it is a static or dynamic seal. 7.4Mechanical Properties 7.4.1Measure and record the dimensions of each o-ring seal (8ea) and compare with the original design. 7.4.2Closely examine each seal for damage or deformation and record any findings. 7.4.3Determine whether the seals meet the requirements of ASTM D2000-80 M2 BG 715 B14 EO14 EO34 F17. 7.4.3.1Test, identify & record the Grade, Type, Class, Durometer, Tensile strength, Compression set, Fluid resistance (oils & lubricants) and Low temperature resistance of each sample provided. 7.4.3.2Perform a compression stress relaxation test ASTM D 6147 ISO 3384 (Method B) on two seals; Stbd #1 dynamic and Port #4. Intervals to be 30min, 24hrs, 48hrs, 72hrs, 96hrs, 168 hrs, 336 hrs, 504 hrs, 672 hrs, 840hrs and 1,008hrs. 7.4.3.3If a sample falls outside the standard identified in 3.2.1 please identify its actual ASTM designation & properties. 7.5Chemical Properties 7.5.1Determine whether the seals meet the requirements of ASTM D2000-80 M2 BG 715 B14 EO14 EO34 F17. Identify any variance from the material called out in paragraph 3.2.1. 7.5.2Perform chemical analysis. Test & determine the cause of possible composition failure of one (1) o-ring seal from each ship, four total.
