Description
Small Business Sources Sought: This is a Sources Sought announcement seeking HubZone and Small Business responses in order to determine HubZone Small Business participation in this acquisition. The Mission and Installation Contracting Command Fort Eustis (MICC) intends to procure custodial services for the Directorate of Logistics and Public Works at Fort Lee, VA. The services to be performed are custodial services for at least 183 buildings on Fort Lee, VA. The Contractor shall furnish all labor, equipment, supplies and supervision, to perform custodial services at the U.S. Army Combined Arms Support Command and Fort Lee, Fort Lee, VA. The Contractor is responsible for adequately planning and scheduling work to ensure material and labor availability is adequate to complete work requirements within the response times and quality standards. The services include: sweeping floors; mopping; vacuuming; emptying waste baskets; cleaning/supplying restrooms; stripping and waxing floors; buffing floors; shampooing carpets; and, cleaning chalk boards and water fountains for buildings on Fort Lee, VA. The Fort Lee Army Garrison has many tenant activities demands high performance standards such as Military In-Processing Station, Army Logistics University, One Stop Solider Support Center, Visitor Centers, Vehicle Registration, and Fitness Centers. These high performance standards require custodial services be accomplished in an efficient, effective, and timely manner. The current Contractor is The Kleane Kare Team, Inc., contract number W91QF5-09-D-0002. This requirement is currently in the SBA 8(a) program. 1. Please provide the following company specific information: a. Your Central Contractor Registration (CCR) number or Commercial and Government Entity (CAGE) code number; b. A point of contact (POC) name, telephone number and e-mail address. 2. Market research questions: a. Following contract award, what transition period would be adequate prior to start of work? b. The Government is anticipating issuing an IDIQ type contract. What risks do you foresee with this approach and how would you mitigate those risks? c. North American Industry Classification Systems (NAICS) code. NAICS code 561720, Janitorial Services, (small business size standard of $16,500,000) has been determined appropriate for this acquisition. If your company qualifies as a small business as defined under this NAICS code, please respond to these additional questions. i. Can your company provide a team composed of a sufficient number of large and small subcontractors to perform this contract in an efficient, cost effective manner while meeting contract requirements? Please explain. ii. Is your company capable of providing qualified and experienced personnel? Please explain. d. Please provide any other applicable comments or recommendations not addressed in the abovementioned. 3. The designated NAICS Code is 561720, Janitorial Services, and the size standard is $16.5 million. Your response shall include the following information: size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), revenue for last three years, relevant past performance on same/similar work for not more than three years, and your companys capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition, but should not exceed 10 pages in length. It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately. No reimbursement will be made for any costs associated with providing information in response to this announcement.
