Description
The U.S. Geological Survey (USGS), Pacific Southwest Area REX, has a requirement for 7 Memberships to the Palmyra Atoll Research Consortium for up to 180 man-days to conduct research and monitoring for the U.S. Fish & Wildlife Service and PARC for restoration and preservation of Palmyra Atoll natural resources and to develop and implement restoration and conservation tools for adaptation to seal level rise that will be applicable to other Pacific islands. Initial Period of Performance: 1 July 2009 - December 31, 2009, to include an option period of: January 1, 2010 - December 31, 2010. The USGS - Pacific Southwest Area REX, use the research conducted at Palmyra Atoll to increase public understanding of coral reef ecology, island biology, and coastal conservation practices. These efforts increase knowledge and enhance decision - support tools, leading to better management of coastal systems in the United States and around the world. Palmyra is a relatively pristine coral reef atoll, located in the central Pacific about 1,000 miles southwest of Honolulu, Hawaii, and managed by the Department of the Interior. The Palmyra Atoll Research Consortium (PARC), is a partnership research conservation, and education institutions that conducts innovative, interdisciplinary work on the natural systems of Palmyra Atoll and the Central Pacific. Due to the remote location and restricted access, the atoll serves as a unique natural laboratory for environmental monitoring and research. Studies span the realms of both land and sea, from microbes to ecosystems, focusing on linkages across geographies and scales. Participation in PARC provides support for operations of the laboratory facility, no cost stays at the island's research facilities, and access to laboratory and office facilities, thereby enabling USGS scientists to conduct research on Palmyra that would otherwise not be possible. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b) (1) to The Nature Conservancy, Honolulu, Hawaii. Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. This notice is provided for the reader's convenience to highlight certain requirements found in the RFQ, but is not a part of the RFQ document. Please refer to the RFQ itself for the full details of any requirement. This notice and any resulting contract or order conforms to the requirements in place through FAC 05-33 (effective 15 JUN 09).
