Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation and will serve as the Request for Quote (RFQ). This procurement is being conducted under Simplified Acquisition Procedures (SAP) and the provisions and clauses incorporated herein are those in effect. This requirement is set aside for small business. The associated North American Industry Classification System (NAICS) code for the procurement is 335311 and the Small Business size standard is 750 employees. The U.S. Army Corps of Engineers, Engineer Research and Development Center, Vicksburg, Ms has a requirement for the following: To rewind current 3750 KVA Pad Mount Transformer. The complete specifications are listed below. The publications are referred to in the text by basic designation only. AMERICAN NATIONAL STANDARDS INSTITUTE, INC (ANSI) ANSI C57.12.26 (1993) Pad Mounted Compartmental Type, Self Cooled, Three Phase Distribution Transformers for Use with Separable Insulated High Voltage Connectors, High Voltage, 34500 Grd Y/19920 Volts and Below; 2500 kVA and Smaller AMERICAN SOCIETY FOR TESTING AND MATERIALS (ASTM) ASTM D 923 (1991) Sampling Electrical Insulating Liquids ASTM D 3304 R 1996) Analysis of Polychlorinated Biphenyls In insulating liquids by gas chromatography. INSTITUTE OF ELECTRICAL AND ELECTRONICS ENGINEERS, INC (IEEE) IEEE C57.12.00 (1993) Standard general requirements for Liquid Immersed Distribution, Power, and Regulating Transformers 1.3 STANDARD PRODUCT Material and equipment shall be a standard product of a manufacturer Regularly engaged in the manufacture of the product and shall essentially duplicate items that have been in satisfactory use for at least 2 years prior to bid opening. 1.4 NAME PLATES Transformer nameplates shall be permanently marked and state that the transformer dielectric to be supplied is non PCB classified with less than 50 parts per million (ppm) PCB content. If transformer nameplate is not so marked, the Contractor shall furnish manufacturer's certification for each transformer that the dielectric is non PCB classified with less than 50 ppm PCB content. Certifications shall be related to serial numbers on transformer nameplates. Transformer dielectric exceeding the 50 ppm PCB content or transformers without certification will be considered as PCB insulated and will not be acceptable. In lieu of the manufacturer's certification, the Contractor may submit a test sample of the dielectric in accordance with ASTM D 923 and have tests performed per ASTM D 3304 at an EPA approved testing facility to obtain this certification. The certification specified shall be submitted and approved prior to acceptance of the transformer and approved dielectric. It is not permissible to dilute contaminated dielectric in an attempt to lower the level of contamination. 1.5 WARRANTY Manufacturers standard warranty shall apply. PART 2 PRODUCTS 2.1 TRANSFORMERS IEEE C57.12.00 for general requirements. 2.1.1 Pad Mounted Compartmental ANSI C57.12.26. PART 3 PERFORMANCE 3.1 PAD-MOUNTED TRANSFORMER Transformer shall be of the outdoor type having the ratings and arrangements indicated. The voltage rating of protective devices for use on primary or secondary systems shall be not less than the nominal voltage of the system to which they are connected. Primary shall be rated for 13,800 Volt Delta connection, and have an output voltage of 277/480 Y Volts. Transformer shall have copper primary and secondary windings. 3.1.1 Pad Mounted Tamperproof Compartmental Transformer Pad mounted tamperproof compartmental transformer shall be of the radial type. Protective devices shall have ratings compatible with the associated transformer rating. Transformer shall be provided with a corrosion resistant finish. Stainless steel pins and hinges shall be provided. Barriers are required between high and low voltage compartments. High voltage compartment doors shall be interlocked with low voltage compartment doors to prevent access to any high voltage section unless its associated low voltage section door has first been opened. Compartments shall be sized to meet the specific dimensional requirements of ANSI C57.12.26. Pentahead locking bolts shall be provided. 3.1.2 High Voltage Compartments High voltage compartments shall be dead front construction. Transformer shall be equipped with a load break switch. Transformer shall be equipped with 15KV primary bushings. 3.1.3 Transformer Tank Sections Transformer shall be three phase Delta wye, oil immersed units with two separate windings per phase. Capacities and ratings shall be as shown. Four 2 1/2 percent rated kVA high voltage taps shall be provided two above and two below rated primary voltage. Operating handles for primary tap changers shall be located within high voltage compartments, externally to transformer tanks. 3.1.4 Low Voltage Compartments Low voltage compartments shall be live front construction. Neutrals shall be provided with fully insulated bushings. Ground straps shall be provided between neutrals and ground pads. Eight 3/4 hole NEMA spade type cable terminations, suitable for both copper and aluminum conductors entering from below, shall be provided. The terminations shall be in stalled in a straight horizontal line and the top of the terminations shall be 63 from the bottom the cabinet. The low-voltage Compartment shall be a minimum of 75 hi 32 WIDE AND 23 DEEP. 3.1.5 Accessories Instruction nameplates shall include the number of gallons of transformer oil. Stainless steel ground connection pads shall be provided in both the high and low voltage compartments. Dial type thermometer, liquid level gauge, and drain valve with built in sampling device, pressure relief device with a vacuum /presser gage, tee fitting and valve stem to attach a nitrogen bottle.
