Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division - Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the University of Denver, for the purchase of a High Field, High Frequency, Magnetoelectronic Measurement System. ***The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for a High Field, High Frequency, Magnetoelectronic Measurement System for DC and microwave electrical measurements of nanoscale magnetic devices. The University of Denver (DU) designed and assembled a system specifically for performing high frequency electrical measurements of magnetic devices that meets the NIST technical requirements. Two other similar systems have been constructed at NIST over the years, and the system designed by DU contains significant improvements to the existing NIST systems. Specifically, the DU system includes additional high field capability and field uniformity not present in existing NIST systems, and also includes custom microwave probes designed to measure magnetic devices in the high field gap of an electromagnet, while themselves remaining outside the gap. As these are critical parameters in the measurements, the requested system represents a substantial improvement to the present NIST capabilities. No commercial vendor has the knowledge base necessary to construct such a system in its entirety. As a result, the University of Denver is the only source for the required system. Delivery date shall be 14 days after receipt of order. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
