SUBMITTAL OF PROPOSAL REQUIREMENT: 1) Contractor must submit proposal on or before the date and time in the solicitation. 2) Proposal must be in hard copy. 3) Proposal must include the services you are to provide. 4) List the cost of each building separately with the exception of the Menlo Park Complex and you can submit one price for the whole complex. 5) All conditions of scope of work must be included in the proposal to be considered. What is the process of submitting a proposal? 1) Contractor must submit proposal on or before the date and time in the solicitation; 2) Proposal must be in hard copy; 3) Proposal must include the services you are to provide; 4) List the cost of each building separately with the exception of the Menlo Park Complex and you can submit one price for the whole complex. 5) All conditions of scope of work must be included in the proposal to be considered. 2. What are the submission requirements? See above 3. What is Partial Small Business set aside? This solicitation is for Small Businesses only. 4. How much must be set aside for small business? All this solicitation is for Small Businesses only. 5. Does the contractor have to be a GSA schedule holder? The Contractor does not have to be a GSA Schedule holder. However, if he is he can still bid on these services but not be able to use his schedule rates. 6. May contractor have a copy of an old audit? No, not until after the award 7. What is the average price GSA has been paying for these audits? I cannot give you the prices but I can give you the cost of the last award. 8. Are these comprehensive environmental audits or are they focused on hazards in the workplace like asbestos, lead based paint and radon? The audits must address the questions listed in Appendix B of the RFP. We are not looking for a comprehensive environmental assessment but rather a snapshot of the compliance status of the building(s) at the time of the visit. While the Safety and Environmental Management Branch would appreciate any notification of areas of noncompliance outside this scope, the report should address the Appendix B protocol only. 9. What type of facilities are these? Office space. 10. Would you consider setting aside the work or restricting it to GSA schedule holders? I have decided to solicit these services to small businesses to maximaize the requirement to use small businesses. 11. What is the evaluation criteria? Proposed contract type? The evaluation criteria is cost and proposal includes all requested in the scope of work. This contract will be firm fixed price contract. 12. Is there an incumbent contractor? We had these audits in the past with several contractors. 13. Has funding been allocated? Funding is always allocated before solicitation. Illegal otherwise. 14. The locations to be completed during the audit are identified, but the number of compliances sites at each facility is not provided; for example one air quality permit, two hazmat storage areas, etc can these be identified? While the number of compliance sites are not specifically addressed, compliance areas (e.g. asbestos, solid waste, UST) are listed in the Protocol. The contractor will be responsible for acquiring the necessary information to address the questions found in the Protocol in Appendix B. For example, the interview with the Property Manager will assist the contractor with determining the number of hazardous material storage areas within the building. These are typical office buildings and not TSDF's. Please keep that in mind. The contractor will need to verify whether appropriate storage practices are implemented. Previous audit reports will be provided upon award. Pre-Con Date and Time: Pre bid conference call will be on Tuesday, June 30, 2009 at 10:30am Pacific Standard Time. We have one hour.
