Description
The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with BD Biosciences for the purchase of a bench top high speed Fluorescence Activated Cell Sorter (flow cytometer). US EPA requires this instrument to support both drinking water methods development and drinking water exposure assessment. The FACS instrument must be capable of detecting particles ranging from 0.5 ?m to at least 40 ?m, have a true UV laser (350-355 nm), and be capable of asceptic sorting. This instrument will be used both to analyze environmental samples and prepare samples for further study by other methods. These applications require a flow cytomer that meets the critical performance specifications listed below: Size rangeThe instrument should be capable of analyzing particles ranging from 0.5 ?m to at least 45 ?m in sizeLaser SourcesThe instrument must be equipped with 3 solid state lasers. The lasers should include a 488 nm, a 630-640 nm, and the third laser must be a true UV laser with a wavelength of 350-355 nm. The lasers should not require an external water chiller to maintain operational temperatures. The instrument must also have the option being upgraded to add at least 2 more lasers meeting the above criteria.OpticsOptics must be provided to detect the following fluorochromes: DAPI, Hoescht red, FITC, PE, PE TXred, PerCP Cy5.5, PE-Cy7, APC, Alexa 700, and APC Cy7. These optics need to be interchangeable to allow for a flexible range of detection. All optics should have fixed alignment.DetectorsThe instrument must be able to simultaneously detect at least 12 parameters and be upgradeble to at least 15 parameters. The forward scatter detector must be a photomultiplier tube.Aerosol ContainmentThe aerosols generated from this device must be contained by an incorporated aerosol containment unit. Mobility and house requirementsThis instrument and all its components must be mounted on wheels and mobile to allow transfer between laboratories without need of disassembly or a service call. In addition, the instrument should require no house utilities other than 120V electricityInstrument size When fully assembled, the instrument and all its components should have a footprint no larger than 110?x 60?x 72?(LxWxH)Sorting OptionsThe instrument should be able to sort into various tubes, multiwall plates, and onto slides. Any sort should be asceptic. The flow cytometer should have no electronic dead time and be able to sort >50,000 events/ secTrainingAt least 1 train voucher should be includedChannel resolutionThe instrument must have >150,000 channel resolutionSoftwareThe software should be Windows-based and be compatible with Windows 2000 and XP. The software should be designed for easy sample analysis and data retrieval as well as allow for the flexibility of application development by the user. BD Biosciences is the only known source able to satisfy the Government?s requirements. However, any firm believing itself capable of meeting EPA?s requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
