Description
SOURCES SOUGHT For Yuma Groundwater Management Upgrades, Well Drilling This is a sources sought synopsis for acquisition planning purposes only. No formal solicitation for this work exists at this time. The Yuma Area Office of the Bureau of Reclamation (Reclamation) currently operates four high-capacity production well systems in the Yuma area. The well fields have been established under various congressional acts to control groundwater levels and meet contractual obligations with various water districts for draining the Association Lands, provide return flows for delivery of water to Mexico to meet treaty obligations, and to provide return flow credits for the various water districts. In order to meet current and future commitments, new and replacement wells will be needed on a regular basis. Reclamation needs the flexibility to have new and replacement wells designed and drilled using current industry standards and meeting Arizona State requirements. Currently, Reclamation operates and maintains 66 wells located in the following four well fields: (a) Yuma Valley(b) Yuma Mesa(c) South Gila Valley(d) 242 Well Field Existing wells vary from a minimum depth of 150 feet to a maximum depth of 600 feet. Flow rates vary from 1,800 to 4,000 gallons per minute. It is Reclamation's intent to provide for a maximum of twenty (20) test holes or a maximum of twenty (20) piezometer wells, or a maximum of twenty (20) new or replacement 20 inch production wells or a combination of a number of test holes, piezometer wells, or 20 inch production wells as detailed in the task orders at specified sites per year during the term of the contract. It is intended that this will be a multiyear indefinite-delivery indefinite-quantity type contract. It is estimated that a maximum of 20 drainage wells, test holes, or piezometer wells will be required to be drilled and/or developed per year. The Contractor will be required to furnish all labor, equipment, materials and incidentals necessary to drill a test hole/piezometer well if required, collect the necessary geological data for a well design, furnish a complete well design to Reclamation for review and approval, and/or drill and develop a 20-inch production well at the designated location or locations. The proposed contract will be a firm fixed-price construction contract. This acquisition, when announced will be conducted under North American Industry Classification System (NAICS) Code 237110, Water and Sewer Line and Related Structures Construction. The Bureau of Reclamation, Lower Colorado Region, is seeking responsible sources having capabilities to perform the work. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. Capability statements are to be submitted not later than July 20, 2009. The capabilities package submitted should demonstrate the firm's experience and capability to perform the principal components of work listed above. Packages should include the following information: (1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. (2) Demonstrate the firm's experience by providing a list of projects completed where the work involved designing and drilling similar wells under current industry standards and/or Arizona State requirements. The project list should specify the types of wells designed and/or drilled. For each project listed, provide the following: dollar value of the job, the facility name, facility location, and the customer's contact name and phone number for the work completed. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of potential contractors. This is not a request for proposals and is not to be construed as a commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice. All responses to this sources sought notice shall be provided to Myra Cordero/YAO-3100, Contract Specialist, 7301 Calle Agua Salada, Yuma AZ 85364 or via e-mail MCordero@usbr.gov. When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/.
