Description
The Department of State Bureau of Administration, Office of Information Programs and Services (A/ISS/IPS), Requester Liaison and Statutory Compliance and Research Divisions are responsible for assuring the Department’s compliance with the Freedom of Information and Privacy Acts (FOIA/PA). Specifically, these divisions comply with FOIA/PA requests for information in Department of State records from receipt of the request until a final response is made to the requester. This project will allow IPS to process requests under the FOIA/PA in an efficient and appropriate manner, and achieve tangible, measurable improvements in FOIA/PA processing, as mandated in E.O. 13392. These contract personnel, integrated with permanent, trained IPS staff, will assist with backlog reduction. The Department of State intends to issue a solicitation for a contractor to perform to follow FOIA services. Types of services include but are not limited to providing project management, case processing, research, review, information analysis and support to the Office of Information Programs and Services, Requester Liaison and Statutory Compliance and Research Divisions. The service provider and any prospective subcontractors will be able to obtain individual security clearances at the SECRET level for a specified number of employees; background checks for all employees will be required. This acquisition will be advertised as a full and open competition. The National American Individual Classification Standard (NAICS) code for this procurement is 561110. This Request for Proposal (RFP) will require the submission of a technical proposal and a price proposal. The award shall be made to the schedule contractor whose quote represents the best value to the Government. This means that the offeror’s understanding of the specific technical issues, staff qualifications, experience and independence together are more significant than cost. This solicitation will be issued via FEDBIZOPPS. NO PAPER COPIES will be mailed. Placement of a Time and Materials, Labor Hour Contract (TM/LH) type of contract for one year base period, plus four (4) option years is anticipated. THIS PRE-SOLICITATION NOTICE IS FOR NOTIFICATION PURPOSES ONLY. DO NOT SUBMIT ANY INFORMATION IN RESPONSE TO THIS PRE-SOLICITATION NOTICE. OFFICIAL QUESTIONS WILL BE TAKEN AFTER THE SOLICITATION HAS BEEN POSTED.
