Description

J&A for HC1028-09-T-2170 Solicitation HC1028-09-T-2170 DISA/DITCO, intends to issue a sole source contract to ArcSight, Inc., 5 Results Way, Bldg #5, Cupertino, CA 95014. This acquisition is to provide ArcSight Insider Threat package, the upgrade of the ArcSight console, and the computer-based training licenses, to include maintenance and support, to DISA IA-22. The software being maintained is proprietary and protected by copyright laws. No third party maintenance is authorized. Period of performance is 7/1/2009 - 6/30/2010 for the base year, plus three one-year option periods. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed software and maintenance must complete the attached solicitation, HC1028-09-T-2170, by 4:00 PM (CST) on 25 June 2009, and submit it via email to lynn.buss@disa.mil. The resultant contract will be a firm fixed price purchase order. The NAICS code is 511210 for this procurement. The justification detailing the government's essential need for ArcSight software and maintenance is attached.
