Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) has a requirement for the delivery and installation of a Surfaced Submarine Voyage Management System (SSVMS). The system hardware and software shall include required features such as: user toolkits for customizing Electronic Chart Display Information Systems (ECDIS), visual, and radar databases (US and International); simulation of the BPS 15 navigation radar; stimulation of a commercial navigation radar; a hydrodynamic model module; an environmental model module; lines, mooring, and anchor model module; and an engine and steering model module. The contractor shall deliver and install the SSVMS in Building 1171, NUWC Division Newport, Newport, RI. Award will be made on a Best Value basis with Technical Capability (Technical Approach & Past Performance) and Cost as the evaluation factors. Provisions of FAR Part 12 and 13, Commercial Items and Simplified Acquisition Procedures are in effect. Specifications and additional information shall be provided upon release of RFP # N66604-09-R-3872, issued under full and open competition. In accordance with FAR 5.203(a) & (h), the anticipated RFP release date shall be on or about 06/31/2009.
