Description
Lease Mobile Modular Sleeping Quarters, Naval Air Station, Key West, FL. Modular/mobile units are to be configured in a manner that they provide a total of 18 separate bunkrooms of which must equal or exceed 144 square feet of floor space (typical: 12 ft x 12 ft). Each bunkroom will require private lockable entry (preferably from a common hallway within the confines of the unit), one tinted window capable of being opened and closed and to include screens and venetian blinds, switched overhead incandescent lighting, and four (4) 120v wall receptacles, one of which is to be GFCI protected. Four restrooms are required (one cabinet hand sink, single toilet and one shower each). Restrooms shall have one small frosted window that can be opened for ventilation, GFCI outlets and one mirror. Restrooms can be combined for joint use. Water heating system to is to be sufficient to support use of showers and sinks. Modular/mobile units shall include two (2) storage rooms, approximately 8 ft x 10 ft and include shelving. Modular/mobile units will require an HVAC system capable of distribution throughout to include to each living space, bathroom and storage room (thermostat locations as directed by Contracting Officers Representative), emergency egress lighting, exit lighting, hallway night lighting and smoke/fire detectors to meet applicable NFPA Codes and Florida Building Code. Emergency lighting and smoke detectors shall be electrical with emergency battery backup. Contractor to install, connect, test and maintain a sprinkler system to meet NFPA 13R and shall include a separate water supply line to sprinkler system that is independent of sprinkler system in Building A132 or other adjunct buildings. Each room shall include installation of a carbon monoxide detector with battery backup. All emergency systems (lighting, smoke and carbon monoxide) shall be inter-connected and act as a local alarm in each bunkroom and throughout the units. The contractor shall provide an intercom system compatible to the TOA Series Amplifier Model A724 at building A132. The intercom system shall be installed, inter-connect to the system at A132, tested, and maintained. Exterior lighting shall also be installed with battery backup. Contractor shall install one telephone jack in two bunkrooms as selected by the Contracting Officers Representative. Each bunkroom shall include installed outlets for cable television. Restrooms require vinyl sheet flooring and bunkrooms/hallways require high traffic carpet and padding. Exit doors to be equipped with panic hardware. Exit ways are to include covered walkways no less than six (6) feet wide connecting modular units to existing Bldg A132 two (2) entrances with pedestrian ramps and handrails. No stairs are to be included. The contractor shall provide maintenance repair service to modular/mobile units. Non emergency maintenance repairs shall be responded to and completed within two (2) business days of notification to the contractor. Needed repairs to the HVAC and/or repairs affecting life, safety and health shall be considered emergency repairs that are responded to and completed within 4 hours of notification to the contractor. Sewer hook-up and electrical connection at Service Drops will be accomplished by the government. Height Limitations: Total exterior height of modular/mobile units and/or associated Systems shall not exceed 15 foot due to proximity to Airfield. Sound Attenuation: Modular/mobile units to attain maximum sound attenuation due to the proximity to the Airfield. Due to site location and size total combined size can not exceed 100 x 36. The lease period shall consist of one base period of 12 months and four option periods for additional 12 months each for a total term not to exceed five years.The RFP will be issued as a competitive source selection procurement requiring both price and technical proposals. The basis of award will be best value, price and other factors considered. A site visit will be scheduled upon finalizing the RFP. The RFP will be posted electronically on www.neco.navy.mil.
