- THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY TO DETERMINE THE AVAILABILITY OF POTENTIAL SMALL BUSINESS CATEGORIES, FOR POTENTIAL SET-ASIDES. NO AWARDS WILL BE MADE FROM THIS SOURCES SOUGHT. NO SOLICITATION IS AVAILABLE AT THIS TIME. THEREFORE, DO NOT REQUEST A COPY OF A SOLICITATION. ALL RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR A FUTURE ACQUISITION. The U. S. Army Corps of Engineers (USACE), New York District is performing a survey to determine if there are qualified and interested SMALL BUSINESSES that manufacture or sell an Interlocking Sectional Barge System. This sources sought seeks small businesses under the size standard, SBA 8(a), HUBzone,or Service-Disabled Veteran Owned Small Business (SDVOSB). The proposed work is the purchase of an Interlocking Sectional Barge System meeting the following specifications and to include the following components, standard items and accessories: 1. Required Barge Sections (Nominal Dimensions): a. Rectangular Barge Section: Dimension: 40 ft x10 ft x 5ft; Quantity required = 4 b. Rectangular Barge Section: Dimension: 20 ft x10 ft x 5ft; Quantity required = 4 c. Square End Rake Section: Dimension: 10 ft x10 ft x 5ft; Quantity required = 2 d. Rectangular Loading Ramp Section: Dimension: 20 ft x10 ft x sloped; Quantity required = 2 e. Double Skeg Rake Section: Dimension: 10 ft x10 ft x 5ft; Quantity required = 2 f. Hinge Sections: Dimension: 10 ft x 5ft; Quantity required = 2 g. Spuds: Dimension: 20 inch diameter round x 40 ft long; Quantity required = 2 h. Spudwell: Appropriately sized to accommodate 20 inch diameter round x 40 ft long spuds i. Spudwell Locking Ring: Quantity required = 2 j. Deck Cleats: Quantity Required = 6 k. Rub Rail Brackets: Quantity Required = 12 2. Structural Requirements: a. Minimum plate thickness for deck, bottom and sides: 0.25 inches. b. Minimum deck bearing capacity shall be 5000 lbs/sq. ft. c. Maximum Lock Spacing: Horizontal - 5.0 feet; Vertical 4.5 feet. d. Lock Strength @ 65% yield: 45 tons tension/shear 3. General Requirements: a. Locking System: The barge system shall be provided with locking male and female connections, located along the top and bottom edges of sides and ends of the units that will be operational from the deck surfaces and allow interchangeability between the sections and attachments. b. Lifting Devices: Each unit shall be provided with an appropriately sized lifting devices (lifting eye). c. Hinge Sections: Watertight mechanical hinge sections and ratchets shall be provided to allow raising and lowering of loading ramps. Hinge sections shall have opposing male and female locking units connected by hinge pins at the mid-point near the bottom surface and a hinged sliding deck panel over the variable opening at the deck level. The hinge connector shall allow for rotation of 8 degrees above to 12 degrees below horizontal. Hinge sections shall have ratchet screw actuators for adjusting the elevation and slope of the loading ramps. d. Paint Coating: 1) Primer: All units will be painted with 4-6 mils of a high performance epoxy primer (American Coatings 8301 or equal). 2) Deck Paint: Amercoat #235B7821, red, two part epoxy with anti-slip material 3) Sides (top three feet): Amercoat #5450 (#DV9903), black, gloss enamel 4) Bottom and sides (lower two feet): Amercoat #214-S-7070, red, one part anti-foulant marine paint. e. Zinc Hull Plates: One Zinc Hull Plate shall be installed on each unit of the barge system. The Contractor shall submit his proposed method of affixing the zinc plates to barge sections for approval by the Contracting Officers Representative prior to performing the work. 4. Warranty: The sectional barge system shall include a three-year material and workmanship warranty and a one-year paint coating warranty. 5. Equipment Delivery Schedule and Offloading: Delivery shall be made within 90 days following the date of award of the contract. Upon delivery to the USACE Albany Field Office, the barge sections will be offloaded and visually inspected for any defects. The US Army Corps of Engineers has a 35-Ton mobile hydraulic crane that will assist with offloading. The Contractor will be required to provide necessary equipment to offload any component(s) that cannot be safely offloaded using the 35-Ton crane. 6. Delivery Location: The Sectional Barge shall be delivered to the US Army Corps of Engineers, Albany Field Office, 1 Bond Street, Troy, NY 12180. This Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various members of the Small Business (SB) community, to include: 1.Historically Underutilized Business Zone (HUBZone) small business 2.Section 8(a) program firms registered with NY, NJ, and PA SBA offices 3.Service-Disabled Veteran-Owned Small Business (SDVOSB) Responses to this sources sought will be used by the Government to make an appropriate procurement decision whether the project can be set aside for Small Businesses Categories. The North American Industry Classification System (NAICS) code is 336611. The business size standard is 1,000 employees. Interested Small Business firms in the category of HUBZone, 8(a), and SDVOSB concerns must submit the following information : (1) Identification and verification of the company as a Small Business, SBA certified 8(a)firm, HUB Zone or Service-Disabled Veteran Owned Small Business (2) CAGE Code and DUNS Number (3) Statement from the potential offerors that they sell/manufacture an Interlocking Barge System that can meet the required Barge Sections (Nominal Dimensions), Structural Requirements, General Requirements, Warranty, Equipment Delivery Schedule and Offloading, Delivery Location. (4) A positive statement of your intention to submit a bid for this solicitation The deadline to respond to this survey is close of business on 03 July 2009.
