- Combined Synopsis/Solicitation W81K00-09-T-0221 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. This acquisition is solicited unrestricted for NAICS 333319, size standard 500 employees. All responsible sources may submit a quotation which shall be considered by the agency. The requirements of this solicitation are for an angio-mentor training simulator for AMEDD CENTER AND SCHOOL, FORT SAM HOUSTON, TX. Required delivery with FOB Destination. Line item 0001: Angio-mentor training simulator, or equal, 1 each. Salient characteristics of: Line item 0001: "Integrated art-based system with two adjustable screens "15 flat panel, touch-screen, graphic user interface with keyboard and trackball for operator control "17 flat panel graphic monitor for simulated fluoroscopy and hemodynamic display "Custom-made control panel for control over C-arm and patient table "3 pedal footswitch for fluoroscopic view activation "3 coaxial wire tracking system with active force feedback (FFB). An insertion port allowing independent insertion and tracking of three coaxial instruments (wire and two surrounding catheters) "Manual syringe for contract injection "Stent deployment device using a specialized control made form a authentic tool handle, the user is able to deploy the stent as in real life "Authentic balloon inflation device, including a manometer "Tools: o0.035 wire, 300cm o5F catheter o8F guide o0.014 wire with 5F catheter (used as distal protection device for capture/release "All components are mounted on an unified platform "Detachable extender table for manipulation of the devices Hemodynamic monitoring "System to feature vital signs simulation including heart rate, systolic/diastolic blood pressure, ECG leads, and aortic pressure both invasive and non invasive. Vital sign may vary in response to intervention or pharmacologic agents Drug management and patient care "System to feature an assortment of drugs, inherent in the procedure performance, enabling a neurological examination of a virtual patient. Drug administration and serious adverse effects, like cardiac arrhythmia, and vagal response, are adequately reflected in the angiographic images, patient monitoring, and neurological status Intra-arterial pressure "Realistic simulation of intra arterial pressure measurements, using designated catheters Caliper "System enable digital measurement of the lesion length and diameter Performance metrics "Provides objective assessment of trainee with quantitative measure of performance, angiographic sequences, track progress improvement details such as snapshot and video sequences. Specific modules: Carotid stenting 12 varieties of virtual carotid stenting cases, with different arch type, locations of stricture and varying degree of stenosis. Patient data sets include files with pre-procedural assessment and EKG results Renal intervention 8 virtual cases with varying pathology and orientation of the renal arteries, presence of atherosclerotic disease, tortuosity, and abnormalities of the abdominal aorta. Enable practice on retrograde brachial or femoral arterial access approach, influenced by the pathology and the anatomy. SFA intervention 6 virtual patient cases of varying lesion length and type, aortic bifurcation anatomy, presence of atherosclerotic disease and tortuosity. Enable practice in therapeutic angioplasty or stenting of SFA cases and measure the trans-stenotic pressure gradient. Iliac intervention 6 virtual patient cases of varying lesion length and type, aortic bifurcation anatomy, presence of atherosclerotic disease and tortuosity. Enable practice in therapeutic angioplasty or stenting of Iliac cases and measure the trans-stenotic pressure gradient. Coronary intervention Provides training with virtual patients in varying vasculature physiology and pathophysiology of the coronary circulation Management mode: "Provides easy and accessible training and administration of a single trainee, groups of trainees and training programs oOpen architecture software provides the option of assigning cases and creating designated courses oEnable efficient and streamlined administration of workshops, training centers and training programs. "Provides tool for reviewing trainees performance and providing objective assessment of trainees The following FAR and DFARS provisions and clauses apply to this solicitation: 52.212-1 [Instructions to Offerors]; Addendum 52.212-1; Federal Acquisition Regulation (FAR) provision 52.211-6 Brand Name or Equal applies to this acquisition. Vendors shall comply with FAR provision 52.211-6 if submitting other than the brand name products. Award will be all or none. The Government will award a contract resulting from this solicitation to the responsible contractor whose quote, conforming to the solicitation, is Lowest Priced, Technically Acceptable (LPTA). Award will be on an all or none basis. The following factors will be used to evaluate quotes: Technical acceptability and price. 1. Technical acceptability: If providing an equal item(s), comply with FAR Clause 52.211-6, Brand Name or Equal. Explain how your company will meet the salient characteristics of the items as specified in the solicitation.
