Industry Day Attendees ________________________________ The Department of Commerce's (DOC) National Oceanic and Atmospheric Administration (NOAA) has issued this Draft Request for Proposal (RFP) for a Ground Segment Antenna System to support the Geostationary Operational Environmental Satellites R series (GOES-R) Program. This DRAFT RFP is not a solicitation, but is published as a planning instrument and as a means of soliciting industry comments for use in developing the final RFP which will be released at a future date. NOAA's primary environmental mission is to provide weather forecasts and warnings for the United States, its territories, adjacent waters and ocean area, for the protection of life and property and the enhancement of the national economy. Geostationary Operational Environmental Satellites (GOES) allow for constant observations of the Earth's environment from geostationary orbit. These observations provide data for environmental phenomena affecting ecosystems, climate forecasts, weather and water, and supporting the safe and efficient operation of the Nation's transportation and commerce systems for the National economy. The NOAA National Environmental Satellite, Data, and Information Service (NESDIS) procurement of the next-generation series of GOES (GOES-R) will replace the current GOES I and N-series satellites. The GOES R-series satellites are required to sustain capabilities through 2027. Due to lifetime probability predictions for the current GOES I and N-series, a GOES-R launch is required in the 2015 timeframe to maintain mission data continuity. The Ground Antenna System is being procured in a contract separate from the GOES-R Satellite and Ground Segment contracts. The Ground Antenna System includes the design, fabrication, and test of six (6) new antenna stations and the upgrade of four (4) antenna stations. The antenna stations will be installed at three different sites: Wallops, Virginia (three new antenna stations); Suitland, Maryland (four antenna station upgrades); and a Remote Backup site in the vicinity of Fairmont, West Virginia (three new antenna stations). The new antenna stations will require operability with the GOES-R satellites and be backward- compatible with the current GOES I and N-series satellites. The Government intends to acquire the Ground Segment Antenna System products and services through full and open competition conducted under FAR Part 15. The Government envisions the award of a single contract. All responsible sources may submit an offer which shall be considered by the Government. A site tour of the NOAA Satellite Operations Facility (NSOF) in Suitland is anticipated on or about June 22, 2009. A site tour of the Wallops Command and Data Acquisition Station (WCDAS) is anticipated on or about July 9, 2009. The anticipated release date of the Final RFP is on or about August 2009. The anticipated award date is April 2010.
