Description
RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912PL-09-D-0031-0001. Pojoaque Pueblo Services Corp., Edwards, CA. This is not a solicitation. The Los Angeles District, U.S. Army Corps of Engineers has a requirement to Repair of the HVAC system for Dorm Quad Building 2512 to Building 2515, Edwards AFB, CA. It is the intent of the Government to award a task order on an existing Performance Oriented Construction Activity (POCA). The task order is firm fixed price. The Los Angeles District, U.S. Army Corps of Engineers proposed to issue a new POCA contract and a new task order for the Repair of the HVAC system for Dorm Quad Building 2512 to Building 2515. 1. The HVAC System shall be properly met and sized to properly condition the building in accordance with the latest industry standards including CA T-24. Cooling systems based on ASHRAE 1% design day. For Edwards AFB this will be 103 deg F dry bulb outside air Temperature with a 68 degree F mean coincidental wet bulb. Heating systems based on ASHRAE.6% design dry bulb of 37 degrees F. Indoor design conditions will be 75 degrees F cooling space temperature and 68 degrees F heating space temperature. 2. Remove refrigerant from the existing split system dormitory A/C systems using government furnished containers, and return to the 95ABW/CETA HVAC shop. Provide an inventory of the amount of refrigerant recovered. 3. Demolish the following equipment from each building: hot water storage tank, boiler, pumps, and hot water pipe in mechanical room sufficient to allow connection to new domestic hot water heater. D/X cooling systems and associated pipe as well the existing HVAC control system. 4. Furnish new indoor 4 pipe (Hot water heating/Chiller water cooling) fan coil units. Storage rooms will have heat only fan coils. 5. Furnish and install a 4 pipe hydronic system for the dorm buildings. Note: Hydronic pipes from Central Plant, with shut off valves, will be routed by others under separate contract to the mechanical rooms for connection by PPS. Exact pipe sizing to be determined. 6. Furnish and install a total of 6 American Standard D-80-512 domestic hot water heater/boiler with storage capacity throughout the dormitory mechanical rooms as directed by EAFB. Domestic hot water systems to include water recirculation pump in the mechanical room. 7. Furnish and install two new air cooled CGAM chillers for efficient low load operating conditions. 8. Furnish and install all pumping equipment required to make the chiller system operational as a decoupled plant: Primary (2), Secondary (2) chilled water pumps and Heating HW pumps (2) will be equipped with variable frequency drives (VFD). 9. Construction of chiller, optional TES tank yard and equipment housekeeping pads are by other under separate contact. 10. Set and secure new chiller onto chiller pad provided by others. Equipment will be seismically restrained for Zone 4. 11. Furnish and install up to 4 exterior natural gas hydronic boilers in a central plant, quantity and sizing to be determined by the Airforce. 12. Furnish and install natural gas fuel pipe from riser at Central Plant to new boiler. 13. Furnish the electrical distribution systems within the Central Plant, including motor control center in accordance with NEC and as required by manufacturer for the new equipment. High voltage power and transformer to new shelter are not included in this contract. Provide/install a new non-fused disconnect for chiller. 14. Incidental Engineering of direct burial chilled water piping in between the new central plant shelter and the all dorms will be directed under the guidance by the air force as part of this scope of work. Materials and installation of direct burial piping systems not included and will be installed under separate contract. 15. Supply material and labor to connect chilled water piping within central plant and dorm buildings to new chiller including new isolation valves, flex connectors, drains, vents, pipe supports, gauges and thermometers. 16. Supply material and labor to connect hot water piping within central plant and dorm buildings to new boiler(s) including new isolation valves, flex connectors, drains, vents, pipe supports, gauges and thermometers. 17. Insulate all new piping as needed. 18. Patching of stucco and drywall. 19. Flush project portion of chilled water and hot water loops with clean water; clean new strainers thru-out system. 20. Charge the chilled water system with 25% ethylene glycol and water. 21. Furnish and install a Trane Tracer Summit BAS system for BACnet interface to base network and automatic control of the plant. (chiller sequencing) Control system scope includes monitoring and control of the chilled water system, CHW pumps and Thermal Energy Storage System.
