Description
THERE HAS BEEN A DELAY IN THE PREPARATION OF THIS RFP PACKAGE. It is anticipated that the package will be ready by mid-July. A copy will be sent to all who have responded to the Sources Sought Notice or to the Original, 1st, 2nd or this 3rd Pre-Solicitation Notice. NOTE: This Contract Is Fully Funded With FY2010 Funds - The Contract Will Not Be Awarded Until After 30 Sept 09. The Performance Period For The Basic Year Will Be 1 Nov 2009 - 30 Sep 2010. ******This procurement includes a security classification requirement in accordance with (IAW) FAR Subpart 4.4, DFARS Subpart 204.4, AFFARS Subpart 5304.4 and AFI 31-601 as implimented by the National Industrial Security Program Operating Manual (NISPOM) (DOD 5220.22-M) and the Industrial Security Regulation (DOD 5220.22-4). The contractor employees will be required to either have a Personal Security Clearance at the SECRET classification level or be able to obtain one when employed by the Contractor for this Contract. The clearance can be obtained after the employee has arrived at Yokota. However, if the employees cannot obtain the clearance within a reasonable amount of time, they must be replaced at Contractor expense. Because the employees have a security clearance requirement, the Contractor must either have a valid facility clearance up to the SECRET classification level or be able obtain one. The Contractor does not have to have the facility clearance in order to bid on this requirement, but the clearance will have to be obtained before a contract is awarded to the Contractor. The 374th Contracting Squadron will work with the winning contractor on this requirement after selection has been made. The Contractor will be required to submit DD Form 254 with the solicitation package. This clearance requirement will not be a part of the evaluation criteria. ******The contractor shall provide two (2) Information Technology (IT) Project Managers/Analysts-Advisors to serve in planning, designing, and implementing IT systems to meet the business requirements of customer organizations for the 374th Communications Squadron's Plans & Programs Flight at Yokota Air Base Japan In Accordance With (IAW) the Performance-based Work Statement (PWS), commercial practices, and US Government (USG) directives. This service will be performed in its entirety in the country of Japan. Contractor employees from the US will be provided SOFA 1(b) Status and Logistics Support. Government will not provide Permanent Change of Station (PCS) funds or housing. Contractor will be responsible for moving employees to Japan. Contractor employees must be US citizens. Duties: (a) Serves as an Information Technology (IT) Project Manager systems analyst and advisor in planning, designing, and implementing IT systems to meet the business requirements of customer organizations; (b) Conducts systems analyses of existing systems and systems components to determine comprehensive installation business requirements and opportunities for new and/or enhanced information technology; (c) Applies statistical and evaluative methodologies of security, reliability, and utilization of systems and networks already in existence in the organization to determine if organizational needs can be met by enhancing existing assets or if replacement is more cost effective; (d) Plans, organizes, coordinates, and manages acquisition of IT assets; (e) Oversees life cycle design and maintenance specifications for new IT assets; (f) Conducts organizational research and analytical studies to determine specific requirements and develop specifications, and conducts economic analysis in support of selected acquisition actions; (g) Provides technical guidance and advice requiring skill in analyzing system status as related to potential organizational business requirements; (h) Recommends procurement strategies; (i) Performs as a technical advisor to functional users; (j) Provides technical assistance to organization and installation IT users as well as less experienced IT analysts during all phases of the standard life cycle of assigned systems. Required Skills: (a) Knowledge of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles; (b) Knowledge of customers' business processes and operations to anticipate and refine functional requirements; (c) Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls; (d) Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techiques, and testing methods; (e) Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements; (f) Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects, and predict how management can meet future requirements. *****AGAIN, THIS IS A PRE-SOLICITATION NOTICE ONLY AND SHALL NOT BE CONSTRUED AS A REQUEST FOR QUOTE (RFQ), REQUEST FOR PROPOSAL (RFP), AND INVITATION FOR BID (IFB) OR AS AN OBLIGATION OR COMMITMENT ON THE PART OF THE GOVERNMENT TO ACQUIRE ANY PRODUCT OR SERVICE.
