Description
The Department of the Army, Mission and Installation Contracting Command, Directorate of Contracting, Fort Lewis, Washington, is posting this Request for Information (RFI) in order to conduct market research to formulate an acquisition strategy to support barrier maintenance and repair service requirements. Responses are requested from Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business (SDVOSB), and 8(a) concerns. The NAICS code 811310, the small business size standard is $7 Million per year. This project for Joint Base Lewis-McChord is to provide maintenance and repair to all Anti-Terrorism & Force Protection (AT/FP) vehicle arrestor barriers, located Fort Lewis (FL), Yakima Training Center (YTC), and McChord Air Force Base (MAFB) in the State of Washington. Vehicle Arrestor Barriers are manufactured by Nasatka, Inc, Delta Scientific, Inc., and Robotic Security Systems, Inc. There are 14 locations with two to four lanes of security barriers. Contractor shall plan, administer, manage, and execute the work necessary to provide the specified services. Contractor shall provide personnel, equipment, material, documents, publications, management, and all auxiliary items, and workers required to perform this contract, except items listed as Government Furnished. Contractor shall perform maintenance and repair of 40 vehicle arrestor barriers at 14 Access Control Points (ACP). Maintenance and repair shall be performed in accordance with all applicable regulations of federal, state, and local laws. Maintenance shall be performed in accordance with technical manuals, manufacturers instructions and manuals, recommendations, and accepted commercial practices. The contractor shall perform one (1) preventive maintenance inspection per month. The contractor shall diagnose the problem and repair any problems resulting from normal wear and tear. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response shall contain, as a minimum: company name, contact email address, company DUNS code, type of business (HUBZone, SDVOSB, or 8(a) concerns, and a capability statement sufficient to demonstrate capability to perform above custodial services. Responses are due by Monday, July 06, 2009. Please submit e-mail responses to Carole Benson at carole.benson@us.army.mil. You will receive an out of office email reply between 29 June and 3 July 2009, but your e-mail will be registered. Ms. Benson will return to work on July 06, 2009. NOTE: This Request for Information is for planning purposes only. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such.
