This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS A COMBINED SYNOPSIS/SOLICITATION. SOLICITATION NUMBER: W9113M-09-R-0006, NOUN: CONCEPT ANALYSIS LAB EQUIPMENT, CLOSING DATE: 9 JUL 2009, NAICS Code: 334516 email: Timothy.Mickelson@Smdc.Army.Mil This combined synopsis/solicitation for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is: W9113M-09-R-0006, the solicitation is issued as a request for quotation (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. The associated NAICS code is 334516. This procurement is to provide the following Instrumentation Hardware to be used in the United States Army Space and Missile Defense Command (SMDC), Concept Analysis (CA) Lab, which is currently developing technologies for advanced radar and communication systems. The components under development collectively cover several frequency bands, with many of these channels requiring sophisticated instrumentation to conduct test. SMDC researchers do not currently have all of the necessary instrumentation equipment to test some of the more advanced components. The purpose of this purchase is to obtain instrumentation hardware that is capable of testing these components while maximizing capability with existing instrumentation hardware at universities and contractor facilities where the components are being developed. Attached is a list of the equipment required and the specifications needed on each piece of equipment. 1. Equipment Type: Spectrum Analyzer Quantity: 1 Specifications: * 3 Hz 44 GHz capabilities. * Phase noise measurement personality. * External source control measurement personality. * 512 MB user memory. * USB device side I/O interface. * Rack mount kit. 2. Equipment Type: Analog Signal Generator Quantity: 1 Specifications: * Step attenuator. - Calibrated minimum output power levels of 135 dBm (up to 40 GHz) while maintaining superior level accuracy. * Frequency range from 250KHz to 40GHz. * AM, FM, Phase Modulation and LF output. * Rack mount flange kit. 3. Equipment Type: Oscilloscope Quantity: 1 Specifications: * 6 GHz; 20/40 GSa/s; 4Channel. * Rack mount kit. 4. Equipment Type: Probe Amplifier Quantity: 2 Specifications: * Must work with item #3. * 7GHz capability. * Dynamics range of +/- 2.5V. * DC offset of +/- 12V. * Maximum voltage of +/- 30V. * Differential input of 50k ohm and/or 0.27-0.34 pF. * 6GHz differential browser probe head wide span with wide range of tip options. - Two of these are needed, one for each probe amplifier. 5. Equipment Type: Rack Cabinet Quantity: 1 Specifications: * 100-120V PDU with Door and Side Panel. * Two rail standards. * Work Surface. * Extractor Fan 100-120V Top Mounted Extractor. * Ballast WT Kit. * Sliding Shelf. 6. Equipment Type: Network Analyzer Quantity: 1 Specifications: * 10MHz to 50MHz capabilities; 2 Port; 4 Receivers. * Frequency offset capability to enable source frequency to be tuned independently of the receiver for testing of mixers and amplifiers. * Reference-receiver switch enabling switching capabilities between S-parameter measurements and frequency off-board reference mixer. * Frequency converter measurement application. - Easy-to-use graphical user interface. - Advanced calibration options. - Control of external oscillators. * Add receiver attenuator. - Advanced calibration options. A 35 dB attenuator with 5 dB steps should be added between both test ports and their corresponding receiver. * Extend power range with bias tee. - Two 60 dB step attenuators and two bias-tees. A step attenuator and bias-tee set inserted between the source and test port one and the other set between the source and test port two. * Front panel access loops to the signal path between the source output and coupler input. This will give the options of extended dynamic range configuration and high power management configuration for testing. * Rack mount kit for installation w/o handles. All equipment should be compatible with one another allowing straightforward testing. All equipment must fit on the Rack Cabinet requirement identified in number five (5) above. A minimum three year warranty (parts and labor) and one year return-to-provider for all equipment is also required. Ensure shipping and delivery costs are included in the quoted price. Offers will be evaluated based on price and other factors. This requirement is to be delivered to the Concept Analysis (CA) Lab, Building 5221, located, in the Von Braun Center at Redstone Arsenal, AL 35898.
