Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Pacific Marine Environmental Laboratory located in Seattle, WA on a sole source basis Japan Agency for Marine-Earth Science and Technology (JAMSTEC). The government intends to acquire the services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide two (2) ship operating days for mooring operations aboard the JAMSTEC Research Vessel Kaiyo scheduled from Aug 24, 2009 to Sept 11, 2009. The primary scientific goal of the two sea days includes maintenance of long-term time-series measurements and observations at the KEO Ocean Climate Station. Additional CTD and shipboard measurements in the vicinity of the KEO mooring will serve to validate the buoy sensors for both the recovered and deployed moorings. The major tasks at the KEO site are: 1. Recover the KEO-2008 surface mooring containing a one-year time-series of numerous real-time and internally recording climate sensors in position 144.5°E, 32.4°N. 2. Deploy the KEO-2009 surface mooring with enhanced surface meteorology sensors and an upgraded sub-surface sensor suite including additional real-time sensors and additional current measurements. 3. Conduct CTD casts and shipboard meteorological observations at selected locations for comparison/validation of the KEO mooring time-series data. The Pacific Marine Environmental Laboratory (PMEL)'s Ocean Climate Stations are part of the global network of OceanSITES time series reference sites. The Ocean Climate Stations are moored buoys that carry a suite of sensors to monitor important climate processes. Presently, the OCS program maintains sites at the Kuroshio Extension Observatory (KEO) and, through a formalized agreement with JAMSTEC, the program was involved in the establishment of the JAMSTEC KEO (JKEO) site. In addition, through a partnership with the University of Washington, the Canadian Institute of Ocean Science (IOS), and funding initially from NSF, a mooring is maintained at Ocean Station Papa. The KEO mooring site is located in position 144.5°E, 32.4°N and has been occupied nearly continuously since June 2004. Cruise Plan and Objectives: JAMSTEC R/V Kaiyo is scheduled to depart Yokosuka, Japan on 24 August 2009, for a Kuroshio Extenion region cruise (KY0907) led by Dr. Hiroshi Ichikawa of JAMSTEC's Institute of Observational Research for Global Change (IORGC). The KEO mooring and equipment will be loaded on board and staged for the cruise. The primary cruise mission will be the JAMSTEC mooring work at JKEO and CTD, XCTD, and radiosonde observations between JKEO and KEO mooring sites. Maintenance (recovery and re-deployment) of the KEO mooring requires an additional two (2) operating days of ship time. All work is to be completed for a scheduled return to Yokosuka, Japan on 11 September 2009, to offload associated mission gear and disembark the project personnel. The government intends to negotiate a firm- fixed price contract that will start Aug 24, 2009 through Sept 11, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government.
