Description
In accordance with FAR Part 12, Acquisition of Commercial Items, and in conjunction with FAR Part 13, Simplified Acquisition Procedures, the National Institutes of Health (NIH), National Library of Medicine (NLM) intends to procure a technical expert that will build a scale model of the Hokule'a, a native Hawaiian sailing canoe. The period of performance will be for a period of 12 months from the date of award. This solicitation is a total small business set-aside. The National Library of Medicine (NLM), on the campus of the National Institutes of Health in Bethesda, Maryland, is the world's largest medical library. The Library collects materials in all areas of biomedicine and health care, as well as works on biomedical aspects of technology, the humanities, and the physical, life, and social sciences. Also, the Library has a program of health information outreach to minority, underserved, and rural communities and populations, including Native Americans. In carrying out its mission, the NLM frequently hosts exhibitions which are based on a wide range of topics related to the social and cultural history of science, medicine, and technology. The NLM plans to present an upcoming exhibition on Native Concepts of Health and Illness. As part of the exhibition, NLM will feature an exhibit on the Native Hawaiian community and concepts of health and illness. For centuries, the Native Hawaiian community has regarded the voyaging canoe as a living symbol of Hawaiian history and culture. As the sole mode of travel in ancient times, the voyaging canoes were the only means of long range exploration thus making it the most important artifact for the migration of Native peoples to various islands in the Pacific Ocean, including the Hawaiian Islands. In order to challenge the long standing notion that Polynesians had discovered and settled the Hawaiian Islands by accident, the Polynesian Voyaging Society (PVS) built a 62-foot long replica of an ancient double-hulled voyaging canoe in 1975. In 1976, the replica, named the Hokule'a, was successfully sailed from Hawaii to Tahiti and back without use of conventional navigation instruments, and instead navigating by the stars and seas. Also, the voyaging canoes and the Hokule'a in particular have come to symbolize Hawaiian concepts of health and healing. To commemorate the rich culture and historical significance of the voyaging canoe and the voyaging society the NLM intends to display a scale model of the Hokule'a in its upcoming exhibition. Objective: The objective of this project is to build a scale model replica of the Hokule'a which will be displayed in NLM's upcoming exhibition on Native Concepts of Health and Illness. Specifically, the NLM intends to contract with a Vendor to build a scale model replica of the Hokule'a using native woods and materials. In addition the Vendor will provide visual documentation of the construction of the model, and will participate in NLM video documentation of the canoe's re-assembly onsite at NLM. The NLM will be the owner of the resultant model canoe and will have sole discretion in determining its disposition upon closure of the exhibition. Deliverables: 1. Technical description of the scale model with respect to size, specification of authentic woods and materials to be used in construction, model stand(s), and any other special features, deemed appropriate-the model shall be one-sixth scale, and comport in every significant detail with the original design of the full size voyaging canoe Hokule'a; 2. Visual documentation of the construction of the model at the Vendor's worksite; 3. Packaging and secure shipment of model to NLM in Bethesda, MD ; 4. Re-assembly of the model on site at NLM in Bethesda, MD; 5. Participation in visual documentation of the model re-assembly on site at NLM (NLM will provide the video production crew and equipment); 6. A museum quality1/6 scale model of the Hokule'a with final dimensions of approximately 10' long, 8' high, and 3' wide. Specifications: The model will be displayed in a room with a ceiling which is 91/2 feet high. Technical Evaluation Criteria: Technical factors are of paramount consideration in the award of the purchase order; however, cost is also important to the overall award decision. All evaluation factors other than cost, when combined, are significantly more important than cost. The Government can make tradeoffs among cost and technical factors in determining which Quoter offers the best value by awarding to other than the lowest cost Quoter or other than the highest technically rated Quoter. Quoters are advised that award will be made to that Quoter whose quote provides the best overall value to the Government. The Government shall evaluate quotes using the following technical evaluation criteria, which are listed in the order of relative importance assigned for evaluation purposes: (1) Technical and artistic ability to construct museum quality scale models of Hawaiian canoes. (2) Relevant experience working with the Hokule'a as a full-size functioning double-hulled voyaging canoe, and in scale model form. (3) Knowledge of the cultural significance of the voyaging canoe as a living symbol of Hawaiian history and culture, and likely acceptance by the Native Hawaiian community of the canoe builders as individuals appropriate to undertake the task which they would view as a sacred trust. (4) Use of woods and materials that to the extent feasible are authentic to the construction of traditional Hawaiian canoes. All interested parties shall submit electronic responses to Sally Boakye at boakyes@mail.nih.gov.
