- The solicitation will be availavle for download on August 04, 2009. The estimated cost of this project is will between $25,000,000 to $100,000,000. The contracting officer is Mr. Leo J. Hickman. The Arnold Engineering Development Center (AEDC) at Arnold Air Force Base, Tennessee, operates 40 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges, and other specialized units. AEDC has established the TEDAC (Turbine Engine Dry Air Capability) projects as a means to upgrade and refurbish its capability to provide dry air for turbine engine testing. TEDAC Phase II requires the demolition and replacement of two existing refrigeration systems (total capacity of 3000 to 6000 tons of refrigeration) supplying refrigerated brine to a 42 foot diameter by 150 foot long cooler used to dry process air. New chillers, distribution piping, associated equipment (pumps, valves, etc), and all supporting electrical work shall be provided. 252 cooler coil assemblies, along with associated vent and drain piping, drain pans, coil demister assemblies, will be replaced. Two identical ethylene glycol concentrators (reboilers) associated with the glycol/water spray system will be replaced. The current R-12 refrigerant shall be replaced with non ozone-depleting, non flammable, non global warming potential refrigerant. The current trichloroethylene brine shall be replaced with a less toxic brine. All work shall be performed in the existing cooler and existing buildings. The North American Industry Classification System (NAICS) code for this project is 236220. THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS This project is a Best Value, two-step design-build solicitation. A detailed project description and overall project performance requirements for this project will be included in the Request For Proposals (RFP) package. The solicitation criteria relies upon industry standards, where allowable, to afford the offeror a degree of design flexibility while meeting certain specific project requirements. The successful Contractor must design and construct complete and usable facilities, as described in the RFP documents. One solicitation will be issued covering both steps. Proposals will be evaluated in Step One to determine which offerors will submit proposals for Step Two, and an amendment will be issued to those selected offerors. Selection of offerors for involvement in Step Two will be based on technical approach and performance capability. Detailed project design requirements will then be added by amendment to the solicitation at the start of the Step Two phase of the Request for Proposals. A limited number of firms will be invited to participate in the second step. Note No. 1: All prospective contractors and their subcontractors and suppliers must be registered in Federal Business Opportunities (FedBizOpps) before they will be allowed to download solicitation information. Contractor must be registered in the DoD Central Contractor Registration (CCR) prior to award of this contract. Solicitation documents, plans and specifications will only be available via FedBizOpps. Registration for plans and specifications should be made via FedBizOpps Internet Homepage. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractors responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Note No. 4: For this job, a small business is defined as having average annual receipts of less than $33,500,000 for the past three years. However, responses may not be furnished to all questions and particularly those received late in the advertisement period (0-10 days prior to bid opening.)
