Description
The U.S. Medical Command (MEDCOM), Center for Health Care Contracting (CHCC), intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) non-personal services contract under solicitation W81K04-09-R-0026 to Swank Motion Pictures, Inc. (aka Swank HealthCare), 10795 Watson Rd, Saint Louis, MO 63127-1012. The government intends to solicit and negotiate with only one source listed above under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2) as they are the only vendor that offers courseware in all allied health subject areas required and most of the courses provided are copyrighted materials to Swank. The governments requirement is for a minimum of 350 Continuing Medical Education (CME), Continuing Education (CE), military medical courses and the associated support and services. Students must be able to access this medical, healthcare, and/or military-related education via a web-based platform 24 hours per day, 7 days per week. The scope of the content and delivery of On-Line distributed learning (dL) must encompass healthcare-related and military readiness-related CME and CE as well as Area of Concentration (AOC) and Military Occupational Specialty (MOS) critical task training for the Army Medical Department (AMEDD). The Government intends to solicit and negotiate with only one source but interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals, however, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. The anticipated contract period of performance will have a one year base period and one (1) one-year option period. Anticipated date of award is 01 Oct 2009. The NAICS code is 611430. The small business size standard for this requirement is $7M.
