- Description
- The Food and Drug Administration (FDA) intends to solicit proposals for a contractor to provide support as needed to the Office of Critical Path Programs (e.g., business process planning, project management, meeting planning and support). The purpose of this contract is to engage an outside consultant who has broad technical and organizational expertise to perform tasks such as development of strategies to implement Agency identified projects within the CPI; conduct needs assessments for both internal and external stakeholders; perform business process planning and benchmarking exercises for identified projects; provide project management and support activities to include meeting planning and support, project implementation, and other relevant technical assistance; develop strategic and operational plans; support implementation efforts; in order to ensure effective and efficient achievement of various project goals to support FDA’s mission. Each project will be carried out via the development of specific tasks as deemed necessary by the FDA and as outlined in specific Task Orders to be developed for each project and to include explicit deliverables. Scope of Work: The Contractor shall furnish personnel, materials, services, facilities, as required in the schedule for the performance of the work as described below. The Contractor shall be prepared to develop a response to individual tasks as they are assigned. The Contractor shall specify the methods it will employ in accomplishing the key tasks of each task order. The Contractor shall demonstrate the ability to do the following: Develop project designs, plans and comparisons of performance options, as appropriate, for each task. Analyze program parameters, as appropriate, including information management and technology requirements, needs assessments, identification of existing best practices, forecasting technology, business needs, and application of other relevant tools. Evaluate the effectiveness of current, proposed, and planned capabilities, identifying appropriate benchmarks, developing performance metrics, and other appropriate measures of merit. For identified projects, retrospectively evaluate or prospectively estimate the impact of changes in scientific technologies on agency costs and mission performance. Develop plans for and support engagement of internal and external stakeholders in planning and implementing activities to ensure well-informed and well-designed approaches that are effective, successful, and sustainable. Develop strategies for sustained implementation of identified projects, to include scientific and technological needs, considering both internal and external adoption. Develop business plans to support the implementation of strategic plans, both internally and externally. Design and draft communication deliverables (e.g., reports, brochures, slide presentations) per Agency-specified requirements. Provide routine briefings to designated FDA staff on the progress of work under specified Task Orders, analysis findings, and other contract deliverables. Provide detailed breakdowns of work and associated costs for each requested data task. The Contractor shall demonstrate the ability to conduct technical assistance and program support over the length of the contract. The anticipated award type is an IDIQ (Indefinite Delivery Indefinite Quantity) for five years (One Base Year with Four Option Years) with firm fixed price, labor hour and cost-reimbursement task orders. This will be a full and open competition solicitation. This contract will be awarded on a best value basis. The designated North American Industry Classification System (NAICS) code is 541990. All vendors must be registered in the Central Contractor Registry (CCR) prior to award of a federal contract. The website is http://www.ccr.gov. This announcement is not an RFQ.
