- This is a notice of intent to award a sole source purchase order to Wright State University for online full text journals purchased through OhioLink located at VAMC Dayton, 4100 W. Third St., Dayton OH 45428, using Simplified Acquisition Procedures and Other Than Full and Open Competition. The requirement is for the 2009 subscription year and includes access to the following publishers: APA; Blackwell; Elsevier/Academic Press; Ingenta; Springer (EJC); Springer E-books; Thieme and Wiley. The anticipated award date is 5/18/2009. This is a sole source procurement under the authority of FAR 6.302-1, Only One Responsible Source and No Other supplies or Services will satisfy agency requirements. This notice of intent is not a request for quotations. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. All responses must be received by 3:00 pm EST, 5/15/09. If no responses are received by this date, a sole source purchase order with Wright State University will be pursued. The POC for this notice is Lois Peed. Department of Veterans Affairs Medical Center 4100 W. Third Street Dayton, OH 45428 Justification and Approval to procure using other than full and open competition. Based on the following justification, the use of other than full and open competition for the proposed contractual action is hereby approved pursuant to authority of 41 U.S.C. 253(C)(1) under FAR 6.302-1(a)(2) (Only one responsible source and no other supplies or services will satisfy agency requirements). Justification 1.Identification of Agency and Contracting Activity The Department of Veterans Affairs Medical Center, in Dayton, Ohio is a part of the VISN 10 Contracting Department. 2.Nature/Description of Action This document sets forth the justification and approval for one of the exceptions to full and open competition allowed under Federal Acquisition Regulation Part 6.302-1(a)(2)(ii)(A) and (B). 3.Description of Supplies/Services Online full text journals purchased through OhioLink. These are used to supplement our journal collection to provide full text for items we neither own nor have access to. 4.Identification of Statutory Authority The statutory authority permitting other than full and open competition is 41 U.S.C. 253(C)(1). 5.Demonstration of Contractors Unique Qualifications Provides full text journals to institutions of higher learning in Ohio, including non-medical administrative and educational materials. 6.Description of Efforts Made to Ensure a Variety of Potential Sources There are no other sources for this requirement. 7.Determination of Fair and Reasonable Cost The price will be determined fair and reasonable by comparing it to the Independent Government estimate and the price paid for the same or similar services at this and other Government facilities. 8.Description of Market Survey No market survey was conducted, Wright State University is the only source for this requirement. 9.Listing of Interested Sources Wright State University 10.Actions That May be Taken to Overcome Barriers to Competition None known at this time. 11.
