- **INTENT TO AWARD A SOLE SOURCE TO AN 8a COMPANY** C2CEN Electronic Access Control Upgrades Statement of Work PurposeThe U.S. Coast Guard Command and Control Engineering Center (C2CEN) has a need to purchase and install electronic access control hardware for two buildings to control personnel access and protect government property and information. ScopeThe scope of this work includes, but is not limited to, installation of DSX Inc. brand door controller hardware, electronic mag-locks, proximity card readers, request to exit (REX) switches, door monitoring contacts, DC battery back-up systems, power supplies, and sirens. This equipment must be integrated with the unit’s DSX access control system. The two buildings involved are currently controlled by legacy Simplex-Grinell iSecurePro equipment. There is some existing hardware, e.g., maglocks, and proximity card readers that will be migrated to the new system. The offeror should include the necessary details/specifics that meets the customer’s needs as described herein. Period and place of performanceC2CEN needs to install this equipment beginning in July 2009. Place of performance will be the C2CEN location at 4000 Coast Guard Blvd, Portsmouth, VA 23703. Scheduling of work times and dates will be coordinated with the Contracting Officer’s Technical Representative (COTR). The work will be done in five phases and will be accomplished subject to available funding. The order in which the phases will be accomplished are are subject to change based on unit priorities. Statement of Work, Continued Performance Objectives, goals and outcomesThe desired outcomes are: •Provide electronic access control and alarm capabilities for two buildings involving approximately 56 doors. •Integrate the building’s fire alarm signal controls so that in the event of a fire alarm, all doors with mag-locks are automatically unlocked. Operating constraintsThe following operating constraints exist: •The primary door controllers, and power supplies must be DSX Inc. brand to comply with HSPD-12 requirements and ensure compatibility with the unit’s existing DSX access control equipment. •Wiring between controller panels and door hardware, i.e., maglocks, REX switches, door contacts and proximity readers shall be multi-strand wrapped cable, shielded and grounded at each termination point. •Proximity card readers must be HSPD-12 compliant and recognize DOD CAC cards and unit HID brand ID cards. •All DC battery backups must have a 24-hr operating capacity in the event of an AC power loss. •REX switches shall be the green 2” square pushbutton type labeled “Push to Exit” and have a timed output, 2 to 30 second adjustable time delay. When pushed, it shall register an exit request at the door controller panel and temporarily cut power to the maglock to comply with fire safety code. •Maglocks shall have no less than 1200 lbs holding strength. On-site inspection of work to be doneProspective offerors must survey the work to be done on-site prior to providing an itemized quote of materials and labor. Equipment specification sheetsEquipment specification sheets for proposed equipment shall be forwarded to the COTR for review and acceptance prior to commencing installation.
