Description
This is a combined synopsis/request for proposals for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotations are requested and a written solicitation will not be issued. The government anticipates award of one base year with four option years if exercised by the government. Evaluation of options shall not obligate the Government to exercise the option(s). This solicitation will incorporate provisions and clauses that are in effect through the latest Federal Acquisition Circular 2005-33 effective June 15, 2009. The North American Industry Classification System code is 611699 with a Size Standard restriction of 7.0 million dollars (All other Miscellaneous Schools and Instruction). The Corporation of National and Community Service will award a firm fixed price (FFP) purchase order for CPR/First Aid and American Red Cross Disaster relief training and certification for 160 AmericCorps*NCCC Southern Region members. The Place of Performance is 2715 Confederate Ave., Vicksburg, MS 39180 PERIOD OF PERFORMANCE: Base period to start in July 2009. •· Specific training dates during the Period of Performance to be coordinated between Southern Region POC and Agency POC. SERVICE DESCRIPTION: •· Train and certify NTE 160 Corps Members and Team Leaders for First Aid and CPR. •· Provide an emphasis on disaster relief in regards to First Aid and CPR specific to AmeriCorps NCCC mandate to provide service in Disaster Relief. •· AmeriCorps NCCC members are required to be registered with the American Red Cross (ARC) thus, First Aid & CPR certification earned must be accepted by the ARC. •· Two-day training per trainee will require multiple work days to fully train all members •· Teams of corps members will rotate to receive CPR/First Aid Training. Total participants not to exceed 160 members. VENDOR REQUIREMENTS •· Training cost includes facilitators/trainers •· Provide all training supplies and equipment necessary for training •· Provide necessary safety and participation equipment for training exercises •· Currently certified as an instructor in CPR/First Aid Training by the ARC or American Heart Association. •· Provide cards to each member successfully completing the courses. •· Assume all transportation costs for trainers and/or facilitators WORK SERVICE GUARANTEE •· Contractors shall provide a 100% satisfaction guarantee for the services and must fully train and certify NTE 160 corps members. DELIVERY REQUIREMENTS (Delivery Date of Materials/Date of Performance) CPR/First Aid trainings will occur starting in early July 2009 for the base year. Future dates to be coordinated between the Southern Region and Agency POC's. Contractor will coordinate training schedule with Agency POC's for members to participate within the period of performance. The prospective contractor must be registered in the Central Contractor Registration (which can be completed on-line at http://www.ccr.gov/) prior to award of the resulting contract. The anticipated contract award date is early July 2009. The best value approach will be Lowest Price Technically Acceptable (LPTA). The following factors shall be used to evaluate quotes: Factor 1; Experience and evidence of close familiarity in CPR/First Aid and Disaster Relief Training, Factor 2; Delivery Dates. The Offeror must be able meet required start date, Factor 3; All trainers shall hold current CPR/First Aid training certification by the American Red Cross or the American Heat Association. Offerors must provide pricing for all years under this solicitation. The Government intends to evaluate quotations and make award without discussions. Therefore, the vendor's initial quote should contain the vendor's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions, if the Contracting Officer later determines them to be necessary. Technical Approach/Qualified Personnel (Understand the requirements in the Performance Work Statement (PWS), resumes for all instructors must hold current certification as a CPR/First Aid Training Instructor by the American Red Cross or American Heart Association, Past Performance (Quality, Timeliness, and Customer Satisfaction) and Price. Offeror shall provide references of similar work performed within the past two years with company name, point of contact, phone number, email, contract number. The provisions at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The vendor shall include a complete copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with your quote. Clause 52.212-4 Alternate I, Contract Terms and Conditions-Commercial Items and Clause 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Order-Commercial Items are incorporated by reference.
