- THIS IS A SOLICIATION - The Veterans Administration, Wilmington VA Medical Center is seeking Architect and Engineer (A&E) firms certified as Service Disabled Veteran Owned Small Businesses (SDVOSB). The A&E firm must be approved under NAICS Code 541310 Architectural Services, with a small business size standard of $4.5 million capable of preparing all design documentation associated with project #460-09-010. Phase I of the evaluation process will result in a narrowing of offerors to a maximum of 3 to 4 firms based on evaluation factors that includes: 1- professional qualifications, 2- specialized experience and technical competence of the A&E firm with similar type projects; 3- past performance on contracts with government agencies; 4- location of A&E firm (response time of two hours); 5- experience and roles of key design personnel, specifically on related projects; 6- cost control and estimating effectiveness. Phase II shall consist of interviewing the candidates that have advanced past Phase I to Phase II. Phase II shall be conducted on July 28, 2009. A Request for Proposal (RFP) will be issued to the offeror that is determined to be the best technically qualified to complete this project. The RFP will be issued no later than July 29, 2009. The proposal shall be completed and returned for a price evaluation. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the highest technically rated or the lowest total price proposal; and to award to the offeror submitting the proposal determined to be the most advantageous best value to the Government. Phase II proposal will be requested initially on the most favorable price and technical terms. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offeror to revise its proposal. This project involves all design work and phasing to renovate the East wing of the 5th floor of the Wilmington VAMC Hospital. The wing consists of approximately 9700 gross square feet. The corridor is approximately 1930 net sq. ft. and the patient rooms, offices and procedure rooms are approximately net 5067 sq. ft.. Part of that is approximately 1000 net sq. ft. of area in the central core which may be included. The remaining space is closets, stairwell, etc. The Design Development phase shall include meetings with VA staff as necessary to fully develop plans and incorporate staffs requirements. NE is to provide meeting minutes for all meetings associated with this project including meetings with VA staff during the Design Development phase. The East wing of the 5th floor presently houses post operative beds for ambulatory surgery, a dialysis unit, and provider and community health offices. The renovation of 5 East will allow Wilmington VAMC to create a state of the art area for the Dialysis Unit. The current space is ill designed and does not allow for proper flow and efficient delivery of care. Wilmington VAMC will also move one of the specialty clinics, most likely urology, from an area of the Hospital that was at one time an inpatient unit. That will allow maximizing the available space and provide patients aesthetically pleasing, state of the art specialty services and procedure rooms. The A/E is to plan all phasing in coordination with the Hospital staff necessary to move the remaining functions to accommodate the construction work. Some services may occupy the wing during construction. The primary service which will occupy the renovated space is Dialysis. Other services which currently occupy the wing and will need to be accommodated after Urology and Dialysis on a space available basis. PROVIDE: Professional Architect/Engineer and healthcare planning services to include but not limited to: Site investigation architectural, structural, mechanical, electrical, and environmental services monitoring (asbestos abatement monitoring, sampling and clearances). Preliminary plan for area. Contract drawings and specifications for construction. Third Party Cost Estimates Construction period services - review of submissions, provide recommendations regarding contractor change proposals, visit site per VA's request and add to drawings as-built conditions from contractors record drawings; NE will respond on site within a two-hour period when requested. Infection Control Risk Assessment Submittal Register Meet all of the requirements as outlined in VA Program Guide PG-18-15 (Volume C), NE Submission Instructions for Minor and NRM Construction Program Design shall include, but not be limited to: nLimitation of one air handler for service to 5 East tied into existing chilled water loop nInterior design including new, high efficiency light fixtures is included and is to be coordinated with the Hospital EMS department nNurse call system to match facility standards nPanic Alarm system to match facility standards nAir, Oxygen, and Vacuum system to match facility standards nIntegration with existing fire alarm system nIntegration with existing temperature monitoring system where appropriate nAll architectural, electrical and mechanical changes and work required by the renovation is included nAll finishes for an improved and appealing clinical space are included nInterior signage is to be included and is to be coordinated with the VA Medical Media Service Evaluation of space and design for new Dialysis Clinic shall include, but not be limited to: nPossibility of increasing the number of dialysis bays nStructural Analysis as needed for dialysis specialty equipment nDesign shall avoid institutional feel for warm and hospitable atmosphere while maintaining necessary infection control requirements nDesign mechanical and electrical preparation for Dialysis equipment Evaluation of space and design for new Urology Clinic shall include, but not be limited to: nUrology procedure rooms number to be determined during project design nWaiting rooms nExam rooms > Identify and correct fire and life safety deficiencies by site inspections. The consultant shall address these items as required to correct deficient items. Evaluate all doors and hardware throughout the project for compliance with life safety code NFPA 101. Identify and correct improperly filled firewall penetrations. All areas in this building are fully sprinkled. > Construction Waste Management, Specification 01730 is to be included. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.qov/facmqt/standard. The NE will follow VA design guides and provide revised and improved specifications based on the VA standard specifications. Estimated cost range for construction is between $2,000,000 and $5,000,000. Interested firms meeting the criteria above, AND can arrive at the Wilmington Veterans Affairs Medical Center (WVAMC) within Two (2) hours after a site visit is requested, shall mail TEN copies of SF 330 to WILMINGTON VETARAN AFFAIRS MEDICAL CENTER, ANNEX ATTN: MIKE WHITE ROOM 8067, 1601 KIRKWOOD HIGHWAY, WILMINGTON, DE 19805. Or, hand carry to MONTCHANIN CORPORATE CENTER, 20 MONTCHANIN ROAD, GREENVILLE, DE 19807-2160. Packages shall be submitted by 4:00Pm Eastern Standard Time on July 24, 2009.
