- Several questions that came up from the Sources Sought Notice The International Contracting Flight, AETC, Randolph AFB, intends to award a Firm Fixed Price (FFP) contract for Training on Airfield Navigation Equipment, Airfield Lighting Equipment, and Air Traffic Controller Instruction and Instruction training. This instruction will take place in Iraq, at Taji and Kirkuk Air Bases. The requirement is for approximately 20 Iraqi nationals to be trained on Airfield Navigation, Airfield Lighting and Air Traffic Control systems and operation. The contractor will be responsible for a turnkey package for the entire program. This program to be taught in English. Contractor provided training shall be transition type training intended to enhance the existing skill sets already possessed by IqAF maintenance personal in their particular field of expertise. The Contractor shall develop the required courses, courses materials, and instruction plans. Course requirements shall include, but are not limited to, theory and operation and maintenance of these systems.. Training shall be geared toward provision of an initial set of instructional courses that shall provide the IqAF student with sufficient depth and expertise to train their own replacement personnel (i.e., “train the trainer”). Course shall be identified and presented separately as a mix of both academics and practical hands-on training. Academic training shall consist of lecture/discussion/demonstration. This is a short notice requirement and training is hoped to begin in the early August 2009 time frame. Lodging & Meals will be provided by the US Military on Base, during the stay in country. Living conditions are minimal, power outages are frequent. Meals are normally served hot, but MRE’s (meal ready eat) may be provided. Not all living and training facilities are air conditioned. Audio/visual presentation equipment is not available at this time. There will be limited Government Furnished Equipment (GFE) provided, in the form of a classroom. This is for commercial off the shelf training that must already be developed and ready to deliver. 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Evaluation of offers will be made on a low price technically acceptable basis. Contractor must have the technical capability, or be able to obtain the capability, to provide qualified English as Second Language (ESL) instructors. Award will be made to the contractor who has the technical capability and offers the lowest price IAW FAR 52.212-3, Reps/Certs shall be completed on line at http://orca.bpn.gov. 3. This acquisition does not have an associated Defense Priority and Allocations System (DPAS) rating. 4. This acquisition does not have any applicable Numbered Notes. 5.
