Description
The National Oceanic & Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division, Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Los Gatos Research, Inc for laser spectrometers for CO2 and for CH4. Sole Source determination is based on the National Institute of Standards and Technology's (NIST) requirements which can only be met by Los Gatos Research that can provide the capability of 1 Hz true time response to atmospheric variability, and a 1-sigma at 1-Hz minimum precision of 0.2 ppmv (for CO2) and 1 ppbv (for CH4). They must be inherently linear in response to CO2 and CH4 throughout the atmospherically relevant range of mixing ratios. These laser spectrometers will be aboard the NOAA WP-3D research aircraft in 2010, due to constraints of the aircraft space and weight they must have an IEA rackmount size of 10" high or less and a rack weight of 70 lbs or less, exclusive of external pumps. The selected analyzers must be deliverable within 3 months of receipt of order, for timely integration into the NOAA P-3 aircraft prior to the CalNex project. Delivery 90 days after receipt of order. This notice of intent is not a request for competitive proposals; however, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
