- CHANGES: The Period of Performance will be 180 days. The Air Force is seeking sources for a potential 100 percent set-aside for HUBZone or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICIATED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only! TITLE /DESCRIPTION: Maintain/Repair Exterior and Windows - Historic Facility, Project Number 040216. Facility 20056 is a 1927 warehouse construction that is 750 feet long x 100 feet wide with multiple gabled bays and filled curtain wall glazing on both sides. Exterior renovation project to repair and replace steel framed window curtain walls, concrete sills, copper fascia and downspouts, face brick, mortar, lighting, copper louvers, and copper vents. Project also includes installation of guard rails on pedestrian dock. SPECIAL REQUIREMENTS/CONCERNS: Contractor needs specialty experience in the repair and refurbishment of historic steel framed window curtain walls, installation of new aluminum window curtain walls, tuck pointing with mortar/brick repair, repair of deteriorated concrete sills, and the restoration of existing copper fascia, flashings, scuppers, and downspouts. Work requires extensive knowledge and work experience with Historic Preservation Guidelines and State of Ohio Preservation Office. Project guidelines will require glazing installation in accordance with Anti-Terrorism Force Protection Standards utilizing protective Mylar backing sheets on existing steel windows and laminated glazing on new replica windows. Work will be accomplished while facility is occupied. Contractor must protect all assets within facility [contract files, work stations, misc. storage items] from weather and climate as staged production work continues. The Air Force intends to award a contract with a period of performance of 180 days. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. Prime contractors who are HUBZone or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following by 4:00 p.m. (local Dayton time) on 18 Mar 2009: Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) date of HUBZone certification; and (3) documentation of SDVOSB status; and (4) listing of specialized experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (5) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (6) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide ALL the above documentation, fax or e-mail responses will be accepted. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested HUBZone or SDVOSB concerns. Please limit responses to 5 pages. Please include your DUNS Number or CAGE Code on your response. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in PIXS and Federal Business Opportunities.
