Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. No solicitation isavailable. This RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry. The U.S. Department of Energy (DOE), Environmental Management Consolidated Business Center (EMCBC) is seeking responses from businesses eligible under the Small Business Administrations Historically Underutilized Business Zone (HUBzone), 8(a) Business Development Program or Small Disadvantaged Business programs to perform environmental characterization support services for DOE at the West Valley Demonstration Project (WVDP) site. This announcement is part of market research and anticipated responses are sought to identify small business concerns with the capabilities to perform the services defined in the attached draft Statement of Work (SOW), with the intent of assessing set-aside possibilities. DOE is seeking qualified, interested parties who can demonstrate they have, or will have, the capability to provide perform soil, sediment & groundwater characterization and prepare associated regulatory documentation supporting decommissioning activities undertaken by DOE WVDP for specified periods of performance. This work will be performed in accordance with the general technical requirements listed in the draft SOW found in Attachment 1 hereto. The tentative period of performance is anticipated to be for multiple years. The Department is seeking interested offerors with specialized capabilities to meet all, or part of, the attached requirements. The North American Industry Classification System (NAICS) code for this requirement is 562910, Environmental Remediation Services, and the small business size standard is 500 Employees. Interested firms with the experience and expertise to perform this work shall provide a summary of their capabilities, experience and/or expertise in this type of work. To the extent that businesses do not currently have the technical and regulatory capability, planned future capabilities may be identified, but must be clearly labeled as planned, and a forecast schedule must be provided. The capability information should be structured in accordance with Attachment 2. In order for DOE to assess set-aside possibilities under the NAICS code and size standard specified above, interested parties shall identify their company as one or more of the following: 1.) small business; 2.) 8(a) business; 3.) HUBZone small business; 4.) small disadvantaged business; 5.) woman-owned small business; 6.) service-disabled, veteran-owned small business; or 7.) large business. Responses shall be submitted to the EMCBC no later than July 5, 2009. Interested parties shall provide name, phone and address of firm, NAICS Code, CAGE Code, and/or a DUNS Number, and detailed information demonstrating their understanding of the work requirements identified above as well as their qualifications, capabilities, experience and past performance history for such work. All submissions are electronic, limited to 20 pages, using a font no smaller than 12 pitch. DOE reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner DOE determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any classified, business confidential, and/or proprietary information in its response to this request. An interested party submitting such information should insure it is clearly and appropriately marked; that party must also provide sufficient justification as to why DOE should restrict release of the information. DOE will safeguard the release of information which contains appropriate restrictive markings that are adequately justified. This is NOT a Request for Proposals. The Government will evaluate each capability statement based on the interested partys demonstrated qualifications, capabilities, expertise, experience and past performance in each of the areas included in the draft SOW. The Government will not pay for any information that is provided in response to this announcement nor will it compensate any respondents for the development of such information.
