- NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) will be conducting a study [the Cleveland Multiple Air Pollutant Study (CMAPS)] to determine the impact of local and regional air pollution sources on air quality in Cleveland, Ohio. This requirement will requireobtainment and analyses of emergency department visits for respiratory and cardiovascular outcomes at local hospitals in Cleveland and Medina County, Ohio during CMAPS and to construct asthma and cardiovascular cluster maps to guide passive monitor placement for CMAPS. This action is being pursued on a sole source basis because, Dr. Sumita Khatri of the MetroHealth Foundation, to the best of our knowledge, is the only known source who has conducted research to characterize the human health impacts of local steel mill activity in Cleveland, Ohio. Furthermore, Dr. Khatri has published multiple articles in peer-reviewed, scientific literature that focus on respiratory effects of ambient pollution exposures as well as lead research efforts to characterize asthma clusters in Cleveland. NAICS Code 541620 applies with a small business size standard of 500 employees. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead chooses to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
