- OR EQUAL Physical, Functional or Technical Parameters This acquisition is 100% set-aside for service-disabled, veteran-owned small business entities. The applicable NAICS code is 423430 and the corresponding small business size standard is 100 employees. See FAR 2.101 and 38 U.S.C. 101 for definitions of relevant terms. Any quotation received which does not meet the service-disabled, veteran-owned eligibility criteria will be rejected. The Government may require the apparently successful offeror to provide objective third party evidence to support its claim as a service-disabled, veteran-owned, small business. Quotations previously submitted under RFQ # SP4707-09-Q-0017 are NOT acceptable and will be ignored. Offerors who previously submitted a quotation under RFQ # SP4707-09-Q-0017 which was subsequently cancelled on June 17, 2009 and now wish to participate in this acquisition are REQUIRED to submit a quotation referencing RFQ # SP4707-09-Q-0022. The Buy American Act (41 U.S.C. 10a-10d) does not apply to this request for quotation. This request for quotation qualifies for the Buy American Act exception found at FAR 25.103(e). FAR Subpart 25.4, “Trade Agreements” does not apply to this request for quotation. This request for quotation qualifies for the small business set-aside exception found at FAR 25.401(a)(1). This acquisition action is conducted under the open market procedures of FAR Parts 12 and 13. Prospective offerors are cautioned that any quotation received referencing a multiple award schedule contract (MAS) or a multiple award schedule, government-wide acquisition contract (MAS-GWAC), such as a GSA/FSS contract, will be rejected. The Defense Logistics Agency, Contracting Services Office - Battle Creek has a requirement for the following commercial item of supply. Item 0001: DELL Model P2210, 22-inch, Widescreen flat panel LCD monitor OR EQUAL. Quantity: 555 each. Required Delivery Date: Delivery of all 555 units shall be completed no later than 30 days after receipt of a signed order. Incremental deliveries are permitted. No minimum quantity per shipment is required. The Battle Creek Federal Center has a standard loading dock capable of receiving goods via truck freight. Inspection, acceptance and F.O.B. for all 555 units is at destination, Battle Creek, Michigan. Government inspection and acceptance will be performed at destination by DLIS-T personnel. Standard commercial packaging to ensure safe arrival at destination applies to this acquisition. This acquisition is NOT subject to wide-area workflow (WAWF). A Government Purchase Card (i.e. Government credit card) will NOT be used to effect payment to the contractor. Award criterion is lowest priced, technically acceptable offer. The Government is soliciting new equipment only. Quotations based upon remanufactured or reconditioned equipment (as defined at FAR 11.001) are unacceptable and will be rejected. No equipment is available for exchange or trade-in. If you elect to submit a quotation for the “or equal” 22-inch LCD flat panel monitor, the “or equal” item must meet or exceed all the identified physical, function or technical parameters shown on the attached EXCEL spreadsheet. The EXCEL spreadsheet identifies the Government’s minimum important physical, functional or technical parameters. The offeror bears the entire burden of including sufficiently detailed information in its quotation submission to establish that the “or equal” item quoted meets or exceeds each of the Government’s minimum physical, functional or technical parameters. Unsupported blanket statements of full compliance of the ‘or equal” item are not acceptable and will be rejected. Include a copy of the commercial warranty concurrently with your quotation. Submit questions regarding this transaction in writing no later than 11 a.m. Eastern Time, Friday, June 26, 2009. Questions received after this date and time will NOT be answered. Questions and their corresponding answer will be published via formal amendment to this request for quotation. Receipt of your quotation package (quotation plus a copy of the commercial warranty) is due no later than 11 a.m., Eastern Time, Wednesday, July 1, 2009.
