Description
RECOVERY- THIS PROCUREMENT IS FUNDED UNDER THE AMERICAN REINVESTMENT RECOVERY ACT (ARRA) THIS CONTRACTING ACTION IS ADVERTISED AS A 100% EMERGING SMALL BUSINESS SET ASIDE- RESTRICTED TO EMERGING SMALL BUSINESSES ONLY. THE ACQUISITION WILL FALL UNDER NAICS 238220 HVAC (HEATING, VENTILATION AND AIR-CONDITIONING) CONTRACTORS, WITH A SIZE STANDARD OF $14.0 Million.SUMMARY OF WORKContractor shall furnish all materials, labor, transportation, and equipment necessary to design and completely install a duel fuel high efficiency forced air heat pump system, and a high efficiency gas furnace system in Government Quarters #10026466 located on Lost Trail National Wildlife Refuge, Marion MT.The contractor will be required to perform all necessary work to design as required and install a complete operable system, including but not limited to sheet metal fabrication and ductwork, pad installation, plumbing, installation of new programmable thermostat, extend existing trunk line into attic, properly insulate duct work in attic to a value of R8, install necessary refrigerant piping, install all low voltage wiring for new equipment to operate, and perform final test and necessary balancing upon completion. LOCATION AND INSPECTION OF SITEContractors strongly encouraged visiting the Lost Trail National Refuge, located in Marion, MT, prior to submitting their proposals for this work to verify existing conditions, to properly calculate heat load/loss, and to factor in all variables, including taking measurements, verifying construction conditions, calculating P-value and assessing the proper installation strategy. The final proposed system shall be designed and installed to maintain the highest level of efficiency and comfort possible for the facility and its occupants, and without this information it will be difficult to submit a proper proposal. GENERAL INFORMATIONThe project will be solicited using the Competitive Proposals process through the issuance of a Request for Proposals (RFP), with the intent to award a firm fixed price contract to the firm whose proposal is deemed to be the overall "Best Value" considering cost and all other criteria listed in the solicitation. The estimated magnitude of construction is between $25,000 and $50,000. The total performance period is 30 days from the Notice to Proceed. The solicitation package (RFP) is anticipated to be available electronically on or about 2 JUL 2009 with an anticipated closing date of 3 AUG 2009.
