Description
NAICS Code: 541620 The Environmental Protection Agency (EPA), Region 4, intends to award a sole source fixed price purchase order to Watershed Hydrology. This is a synopsis for a commercial item prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR 13.5, assupplemented with additional information included in this notice. The purchase is for the Development of a Stream Identification Manual to develop a stream identification method for application in the eight States and six Tribes of Region 4, U.S. Environmental Protection Agency (EPA). The Final Version of the Manual and Guidance will be made available by EPA, Region 4. The estimated government projected delivery date is 09/30/2009. The authority for this sole source procurement is FAR Part 6.302-1 in that Watershed Hydrology Consultants has been instrumental in the development and implementation of a stream identification methodology in North Carolina. This stream methodology is the culmination of interdisciplinary work to provide the State of North Carolina a means to differentiate between perennial, intermittent and ephemeral streams in a regulatory context. The experience and approach Watershed Hydrology Consultants have pioneered in North Carolina is what EPA Region 4 - Wetlands, Coastal and Oceans Branch would like to bring to bear on developing a method to identify stream flow regimes in Region 4. Watershed Hydrology Consultants is the only group familiar with southeastern stream ecosystems, the regulatory requirements of the Clean Water Act programs, and who can efficiently complete the tasks. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the required products are encouraged to identify themselves and give written notification to the Contract Specialist within 15 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. This announcement constitutes the only solicitation; quotes are not being requested and a solicitation will not be issued.
