Description
Guide for Preparation of Title Evidence Statement of Work BPA Information RFQ with quote sheet The Natural Resources Conservation Service (NRCS) in North Carolina intends to award multiple Blanket Purchase Agreements (BPA’s) to Small Business Sources capable of providing Title Search Services, Title Insurance Commitments and Final Policies, and Closing Services for the purchase of easements on properties enrolled in the Wetland Reserve Program (WRP), Grassland Reserve Program (GRP), and the Emergency Watershed Protection Program- Flood Plain Easement (EWPP-FPE). NOTE: Only a limited number of easements purchased under the EWPP-FPE program qualify as Recovery and Reinvestment Act actions. All other easements will be funded through their respective programs. A BPA is a method of filling anticipated repetitive needs. It is not a contract. The Government is not obligated to place any orders nor is the vendor obligated to accept any orders. For each work assignment, the Government will request title services through the issuance of a BPA call order from those firms that have been awarded BPA’s. Individual call orders shall be submitted in accordance with the terms agreed to in the BPA’s. Government personnel authorized to place call orders under the BPA will be identified on the BPA by name and telephone number. The contractor will be expected to furnish the service in accordance with the terms and conditions of the BPA, without the need for additional paperwork beyond the Statement of Work that accompanies the order. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). This is a Total Small Business Set-Aside. The applicable NAICS Code is 541110, with a business size standard of $7M. See the attached files and Statement of Work for details. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-32. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation Commercial Items. FAR 52.212-3, Offeror Respresentations and Certifications -- Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items; FAR 52.213-4, Terms and Conditions – Simplified Acquisitions (Other Than Commercial Items); FAR 52.217-5, Evaluation of Options, applies to this acquisition and there is no addenda to this provision; FAR 52.217-8, Option to Extend Services, applies to this acquisition and there is no addenda to this provision; FAR 52.217-9, Option to Extend the Term of the Contract, applies to this acquisition and there is no addenda to this provision; FAR 52.232-1, Payyments, applies to this acquisition and there is no addenda to this provision; FAR 52.243-1, Changes—Fixed Price, applies to this acquisition and there is no addenda to this provision. All contractors must be registered in the Central Contractor Registration (CCR) database prior to being awarded a BPA. Detailed information about CCR is available at www.ccr.gov.
