- EPA Region 1 Air Lab Requirements Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. The Request for Quote number (RFQ) is ECA-9004R1 for this requirement. This RFQ incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-31. The applicable North American Industry Classification System NAICS code is 334516, which has a size standard of 500 employees to qualify as a small business. Simplified Acquisition Procedures at FAR Part 13 are being used. The acquisition will be processed as full and open competition. The vendor must be listed in the EPA's "List of Designated Reference and Equivalnt Methods" to be considered for this award. Submit written Quotes only, oral Quotes will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). Information concerning CCR registration requirements may be viewed via the internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. Only one contract will be awarded. It is the firm's or individual's responsibility to be familiar with applicable provisions and clauses. All FAR provisions and Clauses may be viewed in full text at the Federal Acquisition Regulation Table of Contents via the Internet at http://acqnet.gov/far. All quotes submitted in support of this RFQ shall include separate line items for each piece of equipment in accordance with the "EPA Region 1 Acquisition Requirements For Instruments & Equipment" (attached). Item 7 Delivery Schedule includes service and warranty as described in the attachment for one (1) year. In addition to the initial award each option (A through H) must be quoted seperately. Quoted prices must remain valid for 60 days after the RFQ closing date. The vendor is required to meet all of the requirements stated in the attached: "EPA Region 1 Acquisition Requirements For Instruments & Equipment" Evaluation- Commercial Items is incorporated and the Government intends to award a contract resulting from this Solicitation to that responsible offeror whose offer conforming to the Solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: The specific evaluation criteria to be included: (1)Technical - Technical capability of the item offered to meet the Government's minimum requirements. (2) Price. (3) Past Performance - Please submit a minimum of three (3) a maximum of five (5) references. The Goverment may include its' own research data for past performance. The Following FAR Provision and Clauses Apply: FAR 52.212-1 Instructions to offerors - Commercial Items. The following addenda is provided to this provision. Paragraph (b), entitled "Submission of Offers", Request for Quotes submitted shall contain the following information: Solicitation Number; Names; Address; Telephone Number of Offerer; Terms of the Expressed Warranty; Price(s); Any Discount Terms and Acknowledgement of all Solicitation Amendments. Quotes shall also contain all other documentation specified herein. FAR 52-212-3 Offerer Representations and Certifications -- Commercial Items. Complete only paragraph (j) of this provision if the annular representations and certificates have been completed electronically at http://orca.bpn.gov. If the annual representations and certifications has not been completed electronically at the ORCA website, then only paragraphs (b) through (i) of this provision need to be completed.
