- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for: Tabletop programmable variable speed metallographic specimen grinding/polishing system,Qty 1.SPECIFICATIONS:Contractor shall provide a tabletop fully programmable variable speed metallographicspecimen grinding/polishing system with the following specifications;1. System shall be a tabletop design.2. System shall include a base with a 12-inch single platen belt driven by a minimum 2horsepower motor at speeds from 50 to 400 rpm in 10-rpm increments. Base shall include aflexible water supply hose and platen cooling.System shall include a minimum of onealuminum 12-inch platen with magnetic media affixing system and samples of variousgrinding and polishing media to demonstrate operation for polishing nickel-base superalloys.3. System shall include a pneumatic height driven power head belt driven by a minimum 0.6horsepower motor at 60 and 150 rpm in complementary or contra rotation. Power head shallinclude an integrated lubricant dispenser with gravity feed flow control. Power headshall have a minimum of three modes of applying force on the samples; single mode forindividual samples (1 to 20 pounds per sample), total mode for the entire holder (5 to120 pounds), and z-axis mode for the entire holder (5 to 40 pounds). In total mode, thesystem shall calculate the force based on user input of sample size and number. Z-axismode shall provide measured removal of up to 0.1 inches in increments of 0.0004 inches. Power head height shall automatically adjust head height for various thickness consumablesurfaces.4. System shall include sample holders for each of the following sample combinationsusing total mode; ten 1-1/4 inch diameter samples, six 1-1/2 inch diameter samples, five2-inch diameter samples. System shall include a sample holder plate for six 1-1/2 inchsingle mode individual samples with adapter to accommodate both 1-1/2 and 1-1/4 samples. System shall include a loading fixture to start samples at the same plane; this fixtureshall allow inversion of the sample holder to allow scratch-free removal of the samples.5. System shall include an abrasive dispensing system with processor-controlledapplication of a minimum of four abrasives. System shall use peristaltic pumps withclear tubing, flexible dispensing arm, minimum 16-ounce containers, and a switch formanual on/off cycle activation.6. System shall have microprocessor control with an LCD display and touch pad controls. System shall provide a minimum of 25 standard preparation methods and 25 userprogrammable methods. System microprocessor shall provide programming and communicationwith the abrasive dispensing system. System programming shall provide for display andcontrol of step number, current method, step depth, total depth, step time, total time,cycle on/off, add step, delete step, delete all, skip step, repeat step, load method,save method, clear, dispensing parameters, totals, various warning, and informationmessages. System shall include the following operating modes; semi-automatic operationof base and power head with programmability, semi-automatic with z-axis material removal.7. System shall be constructed of corrosion resistant mineral cast base for stability andchemical resistance.8. System shall have the following safety items; hands away safe start controls, isolatedelectronics and 12V controls, large emergency stop control.9. System shall include installation and training. System shall include a 2-yearwarranty on parts and labor.The provisions and clauses in the RFQ are those in effect through FAC 2005-33. All responsible sources may submit an offer which shall be considered by the agency. Delivery of the item shall be to the NASA Glenn Research Center, 21000 Brookpark Road,Cleveland, Oh 44135. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by July 9, 2009, COB, and may be emailedto Sandra.A.Brickner@nasa.gov or faxed to (216) 433-5489 and must include, solicitationnumber, proposed delivery schedule, discount/payment terms, warranty duration, taxpayeridentification number (TIN), CAGE code, DUNS Number, identification of any specialcommercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (SEPT 2006), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled "Buy American Act -- Supplies," the offeror shall so state and shall listthe country of origin.
