- Description
- NASA/LaRC has a requirement for engineering services and ground station support tomonitor and maintain the Cloud Aerosol Lidar and Infrared Pathfinder SatelliteObservation (CALIPSO) laser transmitter and Payload Data Delivery System and to modifythe CALIPSO flight software. The CALIPSO satellite was successfully launched on April 28,2006 and is providing new insight into the role that cloud and atmospheric aerosols(airborne particles) play in regulating Earth's weather, climate and air quality. Themission is entering a period of extended on-orbit operations beyond three years.NASA/LaRC intends to negotiate with Ball Aerospance and Technologies Corporation (BATC)to procure the required services. BATC developed the CALIPSO LIDAR system and associatedcontrol systems and is the only source with the unique knowledge and expertise needed toprovide the required services. (FAR 6.302-1, "Only One Responsible Source and No OtherSupplies or Services will Satisfy Agency Requirements"). The period of performance willbe two years with one two-year option and one one-year option.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 9, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are NOT acceptable responses to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
