- Labor Category Requirements COMBINED SYNOPSIS/SOLICITATION Contracting Office Address: Corporation for National & Community Service (CNCS) 1201 New York Avenue, N.W. Washington, D.C. 20525 REQUIREMENT: This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request For Quotations (RFQ) number CNCS09TLC0622, and incorporates Federal Acquisition Regulation provisions and clauses as amended in FAC 2005-32, effective on May 14, 2009. The applicable North American Industry Classification (NAICS) code is 624310, with a small business size standard of $7.0 Million. CNCS is soliciting quotations for a training contractor to design and deliver six one day “Working with Disadvantaged Youth Training” sessions; one for each of the five NCCC campuses and headquarters. 1.0 Background AmeriCorps*NCCC is a residential national service program operated by the Corporation for National and Community Service. The AmeriCorps*NCCC mission is to strengthen communities and develop leaders through team-based national and community service. Built on the legacy of the Civilian Conservation Corps of the 1930s, AmeriCorps*NCCC is premised on the belief that civic responsibility is an inherent duty of all citizens and that national service can effectively solve local problems while providing opportunities to learn practical skills and engender a life-long commitment of service to others. Based on five campuses in Sacramento, CA; Denver, CO; Vinton, Iowa, Vicksburg, Mississippi and Perry Point, MD, the AmeriCorps*NCCC engages young people ages 18 – 24 in team based service on projects in local communities throughout designated regions of the country. NCCC understands that young people come from different backgrounds, and that some have faced or are facing challenges to their development and a successful transition to adulthood, We believe that everyone can serve, and serve successfully, and that young people from disadvantaged situations bring as many assets as anyone else to service. As a result, we want to provide our staff with new training that builds on their collective experiences in supporting young peoples’ potential, rather than focusing on any deficits or perceived deficits they may have. This training should provide a solid foundation of knowledge, skills and strategies for addressing the needs of young people from disadvantaged backgrounds. 1.1 The Corporation for National and Community Service (CNCS), AmeriCorps* National Civilian Community Corps (NCCC) is required to recruit and place 50% of its members from disadvantaged youth backgrounds. The NCCC has established an aggressive plan to achieve this goal in the next few years. Currently, 45% of our members come from disadvantaged backgrounds. 1.2 The Corporation’s current definition of disadvantaged youth is as follows: The Serve America Act defines “disadvantaged youth” as those youth who are economically disadvantaged and 1 or more of the following: ‘‘(A) Who are out-of-school youth, including out-of school youth who are unemployed. ‘‘(B) Who are in or aging out of foster care. ‘‘(C) Who have limited English proficiency. ‘‘(D) Who are homeless or who have run away from home. ‘‘(E) Who are at-risk to leave secondary school without a diploma. ‘‘(F) Who are former juvenile offenders or at risk of delinquency. ‘‘(G) Who are individuals with disabilities. 1.3 NCCC currently has 96 staff working at the five campuses and headquarters. As a way to ensure that staff are adequately prepared and capable of working with an increased disadvantaged youth population, we are looking for a training provider to develop and deliver a “Successful Service for Diverse Young Adult Populations” curriculum for all NCCC staff. The first training delivery will be piloted at NCCC headquarters 2 weeks prior to the first campus training. Headquarters will then give feedback which must be included in the final design and deliveries at the campus. 1.4 The training provider must be able to deliver the training at each of the five campuses and at headquarters in Washington, DC. 1.5 The selected contractor shall demonstrate specific educational and professional experience in the fields of training and working with disadvantaged youth. Selection will be based on (1) a proven track record of developing and delivering curricula; (2) demonstrated experience in using experiential learning methods in the delivery of training, and (3) direct experience designing training for staff who work with young people in a residential or team-based setting. 1.6 The design and development of the training must be completed by July 31, 2009. The trainings at headquarters, Vicksburg, MS and Perry Point, MD must also be completed by September 30, 2009. The trainings at Vinton, Iowa, Denver, CO and Sacramento, CA must be completed by November 30, 2009. 2.0 OBJECTIVES 2.1 To develop a clear understanding of the challenges and disadvantages experienced by young adults. 2.2 To provide staff with a solid foundation of knowledge, skills and strategies for addressing the needs of young people from disadvantaged backgrounds. 3.0 SCOPE 3.1 The training contractor will design and deliver six one day “Working with Disadvantaged Youth Training” sessions for each of the five NCCC campuses and headquarters. 3.2 The training will include the following: · sessions on what disadvantaged youth means given the Serve America Act definition. For example, when we say “aging out of foster care”, what does that mean? How can staff better understand who these young adults are? · activities that focus on skills and abilities needed to provide those services and supports that will best enable young people from disadvantaged situations to have a successful service experience. · contractor shall work with designated points of contact at the 5 campuses and headquarters to ensure follow-through in future years. · Contractor will work with the five campuses in the development of a 3 year action plan based on description under number 4.3. 3.3 By the end of the training, staff will have a better understanding of the needs, circumstances, and strengths of young adults from disadvantaged backgrounds. In addition, staff will have developed some skills and abilities for working with young adults to ensure their success in the program. 4.0 Deliverables 4.1 Design and Develop a One-Day Training Working with NCCC staff at headquarters, design a one-day training by July 31, 2009. Training design is to include a participant notebook and trainer notes which will become the property of the Corporation after all training is finished. 4.2 Deliver the Training at Headquarters and the Five Campuses Schedule and complete three of the one-day trainings by September 30, 2009. The remaining three trainings must be completed by November 30, 2009. 4.3 Develop Campus-Specific Action Plans with each of the Five Campuses. Working the points of contact at the five campuses, develop an action plan for each campus on ways the campuses can begin and continue to support young adults from disadvantaged backgrounds. These action plans should identify potential strengths, challenges and solutions in working with young adults from disadvantaged backgrounds. Projected Schedule: NCCC Headquarters – by July 31, 2009 Vicksburg, MS - by September 30, 2009 Vinton, Iowa – by November 30, 2009 Sacramento, CA – first week of December Denver, CO – second week of December 5.0 Budget 5.1 All applicants must submit a comprehensive budget that includes costs for the following: · The design and delivery of the one-day training · Projected budgets for the delivery of the training at the five campuses and HQs. This should include travel costs and professional fees. · Materials production cost · Development of campus action plans · Final summary report (after all the trainings are completed). Travel costs will be reimbursed at cost in accordance with the Federal Travel Regulations within the Government Per Diem. Past performance references must be submitted for current work being performed or work that has been performed within the past two years. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settelement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
