- This notice is provided for informational purposes only. This opportunity is available only to contractors who have received a previously competed national GSA Indefinite Delivery Indefinite Quantity (IDIQ) contract in Zone III to provide AE services. Zone III covers the states of Maryland, Minnesota, Missouri, New York, Vermont, New Hampshire and Maine. The contractors, listed in no particular order are: Hammel, Green & Abrahamson, Inc. (HGA) 701 Washington Ave North Minneapolis, MN 55401 Davis Brody Bond, LLP 315 Hudson St. New York, NY 10013 Julie Snow Architects, Inc 527 Marquette Ave. 2400 Rand Tower Minneapolis, MN 55402 Gruzen Samton Architects LLP 320 West 13 th Street, 9 th Flr New York, NY 10014 The GSA Public Building Services (PBS) Design and Construction Division (1PC) has a requirement to procure services from a highly qualified AE firm to develop design documents for the Van Buren ME LPOE project. It is important to note that this project is funded under the American Recovery and Reinvestment Act of 2009 (ARRA) Public Law 11-5, Reinvestment Act. The project is a new Land Port of Entry (LPOE) for the town of Van Buren, Maine, located on the St. John River approximately 320 miles north of Portland, 40 miles north of PresqueIsle, and 25 miles southeast of Madawaska. The existing Border Station was damaged when the St. John River flooded in late April and early May of 2008. Rather than merely repair the undersized and outdated 40-year old facility, the GSA and the Department of Homeland Security's Customs and Border Protection (CBP) have opted to build a new port that would meet CBPs plans for the future. The selected AE will be awarded a firm-fixed price delivery order through the AE Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Zone III. This delivery order will consist of design services (35%) for the port and assist the GSA in preparing contract documents for a design-build contract. The scope of the AE services may include but is not limited to: The scope of professional services will include: architectural and landscape architectural; civil, structural, and geotechnical engineering; mechanical and electrical engineering; traffic engineering; interior design; and related consulting services for concept design documents, cost estimates, value engineering services, computer-aided design and drafting (CADD), building information modeling (BIM), preparing contract documents for a design-build contract, and overseeing completion of the design by the design build contractor and through construction. The scope of concept design work for the project includes: concept designs for the site including landscape design, a new Main Building, inspection canopies and garages, and security measures and related structures for CBP's operations, traffic engineering, and site development. The project is to adhere to GSA's design standards for secure facilities including: the P-100 (Facility Standards for Public Buildings); LEED certification and the requirements of EPACT (the Energy Policy Act of 2005) and EISA (the Energy Independence and Security Act of 2007); and the requirements of Customs and Border Protection (CBP), including the Land Port of Entry Design Guide. This project will be delivered through a bridging design-build method. Each AE firm under the GSA national AE IDIQ contract for Zone III will be provided a fair opportunity to participate on the project in concurrence with the Federal Acquisition Regulation (FAR) Part 16.505. In addition this selection process will be subject to FAR Part 36.602 for AE selection. Ultimately the award will be made to the most highly qualified AE firm that provides best value to the Government and with whom a mutually satisfactory delivery order can be negotiated.
