- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) W81EY691267000 Request For Quote (RFQ) is issued as a Local German Vendor Set-Aside. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. (iii) Applicable NAICS code to the below line items is 334310. ITEM NO: Quantity: Unit: Description 0001: 1 Lot: Command Conference Room Lot consists of: Executive Conference Room Furniture a.The Command Group has a preference for mahogany wood b.The conference table should be U shaped, and seat up to 17 personnel, with three at the head table. There should be 7 additional chairs in the conference room for overflow seating, and 3-5 additional chairs for VIP visitors. c.There should be an additional table for operator of all A/V equipment. A podium is optional. d.Furniture should incorporate a cable management system and at least 5 microphones for participants in VTC. Display a.There should be a total of four (4) displays. Two (2) projectors mounted on the ceiling, and two (2) flat screen monitors preferably built into/or attached to the head table. It should be easy to hide/slide the monitors away when not required for a briefing. Monitors can be from 20-26 in. b.The two projectors should have the ability to project at a minimum of 3500 Lumens. The two screens they project on should have a black border. We prefer the screens to be mounted to the wall or ceiling. c.The classification of the conference should be display outside and inside the conference room. d.Interactive Pen Display for the monitors at the head table is preferred (i.e., Smart Sympodium), but not required. Sound Speakers should be mounted (ceiling, walls). There is no preference for brand or number of speakers, as long as they meet the basic output requirements of the room. Audio Visual Equipment a.The Command Group prefers to have a Tandberg 6000MXP for compatibility with existing equipment. Consists of: HD Integrator Package 6000 MXP, Hardware: 6000 MXP PAL codec, Precision HD Camera; Software: MultiSite-MS, Natural Presenter Package-NPP; Tandberg Installation and Training; Wall mount kit for Tandberg HD Camera; Tandberg Services consisting of: Remote Support 3 yrs, 6000MXP Integrator Package. b.AMX or Crestron touch panel. c.Ability to have a minimum of 3 inputs, and 4 outputs. (i.e., slides on one display and monitor, CNN on another monitor, upcoming or second presentation on the 4th screen). d.VTC equipment should be ISDN & IP compatible capable of going secure and unsecure. Separations of classification levels should be possible via a dial isolator. e.19 in. Racks to house the AV equipment. Location of AV equipment racks should be installed in the desk for the A/V operator (or hidden in a credenza). f.The Command Group would like the ability to conduct training in the conference room. In addition to VTC capabilities TV, Satellite, DVD, VR inputs should be integrated into the package. (iv) The above furniture/equipment is brand name or equal basis. The proposed equipment needs to be compatible with existing equipment. Offeror submitting equal item must provide technical description of furniture/equipment and show that it has the same features and functionality of the requirement. Offeror submitting brand name must still provide technical description of furniture/equipment. (v) Site Visit. Mandatory site visits can be scheduled with the requiring activity point of contact Mr. Jason D. Barrett (COM: (+49)6314-11-4663, MOBILE: 0162-2972361, Jason.Barrett@us.army.mil) on 1-2 July 2009 from 0800-1500. ALL INTERESTED OFFERORS ARE REQUIRED TO VISIT AND INSPECT THE SITE OF THE INSTALLATION IN ORDER TO FULLY UNDERSTAND THE REQUIREMENTS AND GENERAL CONDITIONS. PROPOSALS FROM OFFERORS WHO HAVE NOT MADE A SITE VISIT SHALL NOT BE CONSIDERED FOR AWARD. (vi) Date of Delivery: Proposed Period of Performance 15 Jul 09 to 31 Aug 09, Place(s) of delivery and acceptance and FOB point: Kaiserslautern, Germany. Commercial Address: HQ 7th CSC, Mannheimer Str. 223, Bldg. 3103 RM 120, Daenner Kaserne Kaiserslautern, 67657. (vii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offers may be submitted by email or faxed to the designated point of contact. (viii) Vendors must be registered and active in Contractor Central Registration (CCR) http://www.ccr.gov/. (ix) Award will be made to the responsible vendor with low priced technically acceptable quote that meets the required furniture/equipment. Award is all or none basis. FAR 52.211-6, BRAND NAME OR EQUAL (AUG 1999) and FAR 52.225-17, EVALUATION OF FOREIGN CURRENCY OFFERS (FEB 2000) also apply to this RFQ. Note: The applicable exchange rate will be obtained from the published rate by the US Federal Reserve Bank. (x) Offeror has to include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and DFARS 252.212-7000, OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (JUN 2005), with its offer. (xi) Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
