- The USDA Forest Service, Payette National Forest, intends to acquire by contract the reconditioning of Mann Creek raod No. 50009 and 4th of July Creek Road No. 50024. The work will consist of reconditioning the existing roadbeds, providing and placing crushed aggregate. The crushed aggregate shall meet all Government standards established Subsection 703.05. The contractor may select a commercial source or a privately owned pit. The Mann Creek Road No. 50009 begins at the Forest Boundary and ends at Spring Creek Campground. The roadbed top width shall be 16 ft. with a compacted depth of 6 inches from the Forest Boundary to the junction of 4th of July Creek Road No. 50024. Beyond the junction the roadbed top width shall be 14 ft. with a compacted depth of 4 inches. The 4th of July Creek Road begins at the junction with Mann Creek Road No. 50009 and ends at the junction with Bear Creek Saddle Road No. 50019. The roadbed top width shall be 14 ft. with a compacted depth of 4 inches. This project is located approximately 20 miles north of Weiser, Idaho on The Mann Creek Road No. 50009 and 4th of July Creek Road No. 50024. To reach the project site travel south from Weiser, Idaho on Highway 95 approximately 10 miles. Turn left onto Mann Creek Road No. 50009. Follow Mann Creek Road approximately 10 miles, project begins at the Forest Boundary, identified by a 16’ cattle guard with bypass gate. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about July 10, 2009. The period of performance for this project will be 90 days from issuance of a Notice to Proceed, which is anticipated to be issued on or about August 15, 2009. All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
