- The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-046W-S-09-0044 on or about July 10, 2009, for the Eagle Creek Bike Lane Construction. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after July 10, 2009, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. The work consists of temporary traffic control, soil erosion control, clearing and grubbing, guardrail removal, pavement widening, asphalt pavement milling, placing a hot asphalt concrete overlay, installing steel-backed timber guardrail (two rail), installing weathering steel guardrail, permanent traffic control (signs and pavement markings), and related work, on the Eagle Creek Off Ramp and the adjacent Overlook Road at the Eagle Creek Recreation Area. The intent of this contract is to provide for the complete project described in the contract. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with the specifications and provisions of the contract. The Government estimate is between $250,000 and $500,000. PROJECT LOCATION. The Eagle Creek Recreation Area is located approximately 35 miles east of Portland, Oregon, along Interstate 84. Eastbound, Exit 41 accesses the off ramp. Turn left at the bottom of the off ramp and then left again to access the Overlook Road. Westbound, take Exit 40 and return eastbound to Exit 41. There is no westbound exit or on ramp. SOLICITATION DETAILS. The following preliminary details are provided for the benefit of prospective bidders, but are subject to change in the actual solicitation. Contract type: firm-fixed-price. Period of performance: 90 days for the base items and 30 additional days for the optional item after issuance of notice to proceed. Solicitation type: Request for Proposals, posted on this FedBizOpps website for viewing and printing on or after July 10, 2009. Solicitation closing date: 30 days after solicitation issuance. Contract award date: within 60 days after bid opening. Notice to Proceed date: within 15 days after contract award. PARTICIPATION. This project is a Total Hub-Zone Set-Aside. All responsible sources may submit an offer which shall be considered. Prospective bidders who wish to provide comments on the set-aside matter should provide these comments to the contracting officer on or before July 10, 2009. Indeed, all prospective bidders are invited to notify the contracting officer of their interest in the acquisition. FOR MORE INFORMATION.
