Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is being issued using simplified acquisition procedures 13.5. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporation provisions and clauses are those in effect through Federal Acquisition Circular 05-32. This announcement constitutes the only solicitation and a written solicitation will be not issued. The associated North American Classification System (NAICS) code for this procurement is 541690. This procurement will be full and open competition. Award will be made to the party whose quote offers the best value to the Government, technical, price and other factors considered. We will award a firm fixed price contract for two years, base year plus one option year. The Government may award this contract other than lowest price technically acceptable quote. The Government will evaluate information based on the following criteria: 1) Technical Capability factor described to “Meet or Exceed the Requirement,” 2) Past Performance and 3) Price (for base year plus one year option). Technically Capability and Past Performance are more important than price. Background: The Food and Drug Administration is seeking a contractor to provide scientific consulting services to collaborate on a research project aimed at improving methods for the cultivation of malaria parasites, and to utilize micro-array-based gene expression assays to find candidate biomarkers that correlate with the safety and efficacy of live attenuated malaria vaccines. Statement of Work: 1.Develop a novel in vitro liver cell assay that will support higher infectivity and growth of malaria parasites. 2.Help in the production of malaria sporozoites from mosquitoes. 3. Preparation of DNA and RNA from malaria parasites. 4.Provide support with microarray studies. 5.Provide support with the development of biological assays such as RT-PCR and western blot to measure the safety and efficacy of malaria vaccines. Evaluation Criteria A. Technical Capability- The contractor must meet or exceed the following requirements: 1. Experience and theoretical knowledge in parasitology and Cell Culture Methods and a basic knowledge in the area of Molecular and Cell Biology. 2. Technical knowledge and experience in the cultivation of human cell lines including human red cells 3. Ability to grow and maintain malaria parasite cultures B. Past Performance: The contractor must have experience and expertise in molecular expression and detection techniques. C. Price: Please provide hourly rate for a scientific consultant for one base year plus one option year. QUOTATIONS DUE: All quotations are due, via email to: Tara.Hobson@fda.hhs.gov, no later than 4:30pm EST on July 13, 2009. Vendors must be registered in the Central Contractor Register (CCR) prior to the award of the contract. You may register by going to www.ccr.gov. PROVISIONS AND CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. Offerors shall include a completed copy of FAR 52.212-3, Offeors Representations and Certifications-Commercial Items. The clause 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies to the acquisition as well as the following clauses within: 52.217-8, FAR 52.217-9, FAR 52.222-26, and FAR 52.222-36. Clauses and provisions are incorporated by reference and apply to this acquisition.
