Description
This sources sought is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may be awarded as a result of this sources sought. The Department of Transportation, Federal Transit Administration (FTA), on behalf of Federal Transit Administration, Office of Budget & Policy, intends to procure consultant services with an understanding of both FTA's information technology systems and implementation of performance measurement programs. This requirement will be a competitive set aside for small businesses only. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the company's existing experience in relation to the areas specified in the Statement of Work (SOW). Background The quarterly Transit Trends publication is FTA’s current method of presenting its performance measurement products to management and staff. It is produced in presentation format and contains 14 charts and tables that summarize key performance measures for the agency. It is posted on the FTA intranet one to two months after the end of each quarter as an Adobe document and an email notifies executive management that the report has been posted. Although this model has been adequate in the past, it has a number of shortcomings which limit FTA’s ability to implement a more comprehensive performance measurement strategy. Some of the larger agencies within the Department of Transportation have much more advanced performance measurement display systems. FTA has reviewed sites and web pages for the Federal Highway Administration, the Federal Aviation Administration, and the Bureau of Transportation Data. These sites are backed by automated data management systems that allow them to display larger amounts of data with very little delay, frequent updates, and minimal staff effort. Private sector sites surveyed are even more sophisticated, utilizing specialized software products and reporting systems that allow truly interactive responses to a range of queries. FTA has increasingly been emphasizing data-based management and the use of performance measures. This ongoing effort has resulted in some new measurement approaches and will soon require an improved method of communicating results to management and staff. This communication is critical to the effectiveness of any performance measurement strategy. There are a number of different products that facilitate data collection and display, with a variety of different models to follow in implementing such a system. Therefore, FTA needs to review the various software options and determine which would be best suited for our unique environment. FTA plans to review data collection practices, consider current and potential performance measures, and identify technical options for implementing a web-based system to meet performance data and measurement needs. This will result in a set of requirements with a number of options that we will want to explore. FTA will then bring on a contractor to lead us in evaluating what it will take to implement basic capabilities, in addition to some of the more sophisticated capabilities available in the high-end commercial packages. This should allow us to make an informed decision on how to build a multi-level performance “dashboard” web site that displays FTA data products in a manner that is simple to maintain and comprehend. A major objective is to make the data collection process faster and more efficient so that less staff time is required to produce the reports and so the reports come out more often and in a timely manner. OBJECTIVE In essence, the contractor will guide staff through the process of evaluating options and deciding on a solution, including what software packages may need to be purchased. Therefore, there are two(2) tasks identified as important to effectively complete the work approved by FTA: Task 1: Review requirements and technical options identified by FTA. Provide guidance, logistical support, and supplemental analysis during the process of evaluating the relative merits of different technical options. This will include drawing up comparisons of the capabilities provided by different options, setting up software demonstrations to guide FTA staff through the evaluation process, and investigating IT compatibility issues. Task 2: Make recommendations to FTA on software products that can best provide functionality to enhance performance measure reporting and on how to implement a performance data reporting system the meets FTA requirements using this software. Note: This sources sought is seeking small businesses with the below qualifications: 1. Senior Professional: Oversees management consulting projects involving performance measurement, process improvement, organizational change, and/or electronic business processes in a government and non-profit environment. Responsible for all aspect of resources allocation, budget development, task deliverables, quality control, and task performance requirements. This is the principal liaison with customer for business and technical issues. Job Qualification: Masters’ or PhD degree (or equivalent experience) with minimum of ten to twelve years of experience developing approaches to improving organizational performance. Demonstrates significant high-level management experience in positions that relate to organizational performance and involve utilization of information technology. Ability to analyze, evaluate and present on research findings. Responsible for interaction with customers on management and technical issues, providing analytical analysis and assistance to senior government officials, industry leaders or entrepreneurs on industry related issues and/or technology commercialization. 2. Mid-Professional: Supervises multiple large-scale, complex technical management and information technology program activities. Responsible for allocating resources among tasks, provides advice and assistance to contract team leaders, and communicates with the customer on management and technical matters. Job Qualification: Masters’ degree with minimum of five years of experience in related management consulting on implementation of information technology systems. Skilled at developing requirements and planning for implementation of information technology to meet generally-defined performance management needs. Good at translating management needs into technical requirements. Incumbent staff must demonstrate management experience with programs of substantial size and complexity. Ability to interact with customer on government performance measurement issues, providing program guidance and technical analysis to senior and mid-level government officials. 3. Junior Professional: Responsible for business and technical execution of program to explore requirements, review technical alternatives, and make program recommendations for implementation of information technology to facilitate performance measurement. Ability to interact with customer on management and technical issues. Job Qualification: Bachelors degree with minimum of three years experience in supporting complex technical programs. Demonstrate ability to analyze and compile research information into final reports and ability to communicate findings. 4. Administrative Support: Prepares graphical and print/production-ready materials, integrates materials from various sources, and provides meeting support. Job Qualification: Bachelor’s degree high school diploma with experience in organizing meetings, preparing report layouts, and communicating production deadlines.
