- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, Purchase #FA4621-09-T-0012, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-33. This solicitation is set aside for small business. The NAICS code is 336214 and the small business size standard is 500 employees. The following commercial items are requested in this solicitation: 0001 2010 SCOTTY Fire Safety House HD3100 FLT HOME DECOR (HD) series (OR EQUAL) including vinyl siding exterior, mansard roof line, and shutters. Dimensions are 31’Long, 8’ Wide, x 11’11” H. House will include a WeatherSmart Package (OR EQUAL) including tornado and hurricane simulation with a 26” LCD TV, home theatre surround sound system with 5 speakers, sub-woofer, DVD/VCR player, “shaking” mini blinds/ simulated lightning and blackout shades in the presentation room, weather radio with recessed spotlight, emergency lighting, FM roof antenna, and a commercially produced DVD for video and sound effects, OR EQUAL. The trailer will be powered by a generator, Honda EM6500SXK1 (OR EQUAL), with electric start. Trailer will include a deluxe roll out awning 8’ x 21’. Trailer will also come with a smoke machine and a case of water based liquid smoke. The Trailer will include a 13,500 BTU air conditioner ducted to the bedroom, living room, and kitchen. Heat will be provided by a 35,000 BTU forced air furnace ducted throughout the trailer. ; 0002 Appearance Group includes brushed aluminum wheels, flashing exterior porch lights with on/off switch, 9-1-1 house numbers on exterior; 0003 Emergency Group includes spare rim/tire, back up alarm, rolling jack 3 ton, lug wrench, 4 wheel chocks, set of 3 safety triangle emergency reflectors; 0004 Exterior Graphics including but not limited to “USAF” “McConnell Fire Department”, etc. Exact decals and locations will be determined by end user after award. 0005 delivery/ setup/ training. See attachment for specifications. Items will be shipped FOB destination. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. AFFARS 5352.201-9101, Ombudsman (10 Aug 2005) in full text (below):(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer [1LT MIKE MURPHY 316-759-4525]for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions).(c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. (d) The ombudsman has no authority to render a decision that binds the agency.
