Description
The US Army Space and Missile Defense Command intends to negotiate on a sole source basis with Raytheon Company, Andover, Massachusetts for Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System (JLENS) support of the Army Integrated Air Missile Defense (AIAMD) mission. The first phase of the effort will generate interface documentation and identify the necessary information to develop a budgetary input for the cost of designing and developing an A-Kit for the JLENS side of the IAMD interface. Phase two will continue the A-Kit design effort and commonality with the IAMD B-Kit. The proposed action is pursuant to 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. Award to any source other than Raytheon Company would result in unacceptable delays and substantial costs. The significant duplication of cost involved with a new contractor is considered to be well beyond any cost savings that might be achieved through competition. Under the authority of FAR 6.302-1, this action is directed toward Raytheon Company. This acquisition is not open to foreign firms. All responses should be directed to Dianne Trimble at dianne.trimble@smdc.army.mil and must be received within fifteen (15) days from the publication date of this synopsis. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to negotiate a sole source contract is not a request for competitive proposals. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a response which will be considered. This is NOT a formal notice of solicitation. Telephone or facsimile inquiries and/or responses will not be accepted.
